Summary

The position is in the Personnel Office, Administrator's Staff, National Gallery of Art. The incumbent serves as a technical resource for employee relations (ER) and labor relations (LR). Problems require research, analysis, collaboration, and the formulation of innovative approaches, resulting in integrated solutions to personnel matters having substantial impact on the mission of an individual department and the National Gallery as a whole.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the GS-0201-12.

GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 in the Federal service or private sector. Specialized experience for this position includes providing guidance, advice and assistance to management and employees in addressing work-related problems; establishing and maintaining effective relationships; assisting with labor relations functions; supporting compliance with policies/guidance (e.g., regulatory, statutory, and negotiated) on labor and employee relations functions; recommending conflict management services between management and employees on job-related issues; assisting with management investigations or fact findings based on allegations of harassment, discrimination, or other inappropriate conduct; drafting and preparing well supported adverse and disciplinary actions; processing employee grievances.

Those applicants who meet the minimum qualification requirements will be evaluated against these factors to determine the best-qualified candidates.

  1. Expert knowledge of human resources principles, concepts, practices, policies, regulations etc. as they pertain to employee relations matters sufficient to serve as a technical expert providing advice, guidance and assistance to National Gallery managers and supervisors on complex problems and issues, and to represent the National Gallery in arbitration and other proceedings on ER matters.
  2. Knowledge of human resources principles, concepts, practices, policies, regulations etc. as they pertain to labor management relations matters sufficient to serve as a technical expert providing advice, guidance and assistance to National Gallery managers and supervisors on complex problems and issues.
  3. Knowledge of and skill in oral communications and negotiations techniques sufficient to represent the National Gallery in bargaining sessions, arbitration and other third-party settings, and to convince supervisors and managers to accept advice and guidance on LR/ER matters.
  4. Knowledge and skill in the application of analytical techniques sufficient to investigate and analyze issues, posit solutions, and develop recommendations for action by the appropriate supervisor/manager, as well as to evaluate labor responses to current, National Gallery policies, programs, and activities and to anticipate responses to related matters that may be proposed.
