The primary purpose of this position is to serve as a Signals Development Team Principal Intelligence Analyst (PIA) and subject matter expert with responsibilities in the exploitation of signal data and in the design, development, and procurement of advanced techniques related to signal data exploitation in support of the employees assigned to the organization. The work is performed in an office setting and is mostly sedentary. Some walking, bending, stooping, lifting of equipment may be required. Flexibility in adjusting scheduled workday is mandatory. Incumbent is subject to psychological screeningIpolygraph testing as an inherent primary requirement of their position. A Bachelor's Degree in any science, technology, engineering, or mathematical (STEM) field is highly desired; coupled with either a minimum of fifteen years of related technical experience andIor extended graduateIpost graduate studies. Qualifications This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery of a comprehensive range of intelligence research, processing, exploitation methods, and dissemination applications and methodologies that includes the evaluation of many diverse sources of information utilizing multiple intelligence information systems in order to develop intelligence capability and threat assessments. The incumbent applies experimental theories and new development to problems not susceptible to treatment by accepted methods and makes recommendations that significantly affect important policies and programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the signals intelligence cycle, signals intelligence policy and guidance, and the structure, organization, roles and missions, and inter-relationships of the national and foreign Intelligence Communities, the DoD, and USAF. 2. Knowledge of the national intelligence community, Joint, DoD structure, organizations and missionIfunctions, inter-relationships and operations. 3. Skill in conducting unbiased complex signals research, identifying appropriate available systemsIdata sources, and producing processing and exploitation requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. 4. Skill in communicating effectively with others both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written andIor verbal presentations to senior level audiences for decision-making purposes. 5. Skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment, experience, and recognized professional standing. 6. Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships for design approaches, and to assess the impact of new technology on current systems and processes. CONDITIONS OF EMPLOYMENT CONT'D: 1. Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI), pass and maintain a CI polygraph, and any special accesses required by AFI 36-1101. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
