SUPERVISORY FIRE PROTECTION SPECIALIST
Job Description
Summary
This announcement uses the Defense Industrial Base, major Range and Test Facilities Direct Hire Authority to Recruit and appoint Qualified Candidates to certain positions in the competitive service.
The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.
Duties
You will develop, produce, organize, and schedule complete instructional and training programs, including audio-visual aids, for basic and specialized subjects.
You will establish, supervise, and/or conduct advanced and specialized courses for the Fire Prevention, Fire Protection, Fire Suppression, and other related topics.
You will administer both structured and unstructured classes and materials in all phases of firefighting, fire prevention, safety and other related subjects.
You will compile appropriate budgetary data relative to training; compile and submit requests for funding in normal budget as well as special funding.
You will manage an ongoing physical fitness program in accordance with applicable DOD and Marine Corps requirements whereby all Quantico Fire and Emergency Services personnel can adequately perform the physical tasks required of their position.
You will observe and evaluate instruction given by supervisory fire fighters to insure that lesson plans are followed and objective are being met.
You will prepare drill scenarios and tests in the areas of firefighting; Emergency Medical; Tactical Rescue; and Hazardous Material spill response to evaluate proficiency and effectiveness of the training program.
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Must possess a valid motor vehicle operator's license from the state of residence, being able to obtain and maintain a government driver's license.
Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems
You will be required to successfully complete a pre-appointment and annual physical examination.
You will be required to successfully complete a Physical Agility Test.
This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Selectee must be able and willing to work varying and/or shifts and the selectee must be willing to work a 56 hour work week or 24 hour on/off work schedule.
The incumbent is subject to recall during normal off-duty hours.
This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
Qualifications
Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing, organizing, and scheduling instructional and training programs for basic and specialized subjects such as Fire Prevention, Fire Protection, Fire Suppression, Emergency Medical Services, Emergency Communications and Safety; and administrative functions such as maintain detailed training records, safety records and tracking the DoD Fire Fighter Certification program.
Must possess the following certifications issued either by the DOD, the Pro-Board, or the International Fire Service Accreditation Congress (IFSAC) listed below:
HazMat Awareness & Operations, Technician & IC
Fire Officer III
Fire Inspector II
Fire Instructor III
Incident Safety Officer
Valid Driver's License
NOTE: FIREFIGHTER SPECIAL RETIREMENT COVERAGEMAXIMUM ENTRY AGE: Title 5 U.S.C. 3307 authorizes the head of any agency to establish a maximum entry age for the original appointment of individuals to the position of primary and rigorous firefighter. The date immediately preceding an individual's 37th birthday is the maximum entry age for original appointment to a position as a Firefighter (Paramedic). This age restriction does not apply to those who have previously served in a Federal civilian firefighting position covered by title 5 U.S.C. section 3307 provisions OR qualified veteran preferenceeligible covered by title 5 U.S.C. 3307.Primary Position- The employee's primary duties must be performing work directly connected with the control andextinguishment of fires (CSRS and FERS). In general, if an employee spends an average of at least 50% of his/hertime performing a duty or group of duties, they are his/her primary duties. Fire Protection Inspectors, Fire ProtectionSpecialists and positions that are predominantly supervisory in nature or perform training are not consideredprimary positions.
Physical Demands.
Physical demands consists of prolonged periods of continuous walking and/or standing, bending, lifting up to 75 lbs., periods of extreme physical exertion; pushing; pulling; descending into confining areas; using heavy bulky tools or equipment and working from ladders up to 100 feet.
Work Environment.
Work is performed indoors, outdoors, in all types of weather conditions, and the incumbent will be subjected to heat, cold, smoke, stress, as well as CBRN-E environments. Certain environments will require the use of specialized protective and self-contained breathing apparatus. Hazardous materials will be encountered throughout the activity in areas such as FBI Laboratory; incidents involving the North/South railroad, US Route 1, and Interstate 95; golf course maintenance buildings; fuel farm; and the Hazardous Waste Disposal building. Live ammunition will be encountered in the Ammunition Storage Area. The incumbent may be exposed to contagious diseases during performance of emergency medical treatment duties.
