Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as an Information Technology (IT) Project Specialist, providing systems engineering, cyber security, and infrastructure and technical integration guidance for the planning, design, development, acquisition, and implementation of major critical systems

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Term NTE 2 Years position. A one year trial/probationary period is required.
- Temporary duty (TDY) travel may be required up to 50% of the time.
- Must be able to obtain and maintain a Secret clearance.
- This position requires submission of a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management Certification within 60 months of entrance on duty.
Qualifications
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience that includes: 1) Planning and coordinating the design, development, installation, configuration, and implementation of major hardware or software systems; 2) Planning and developing project cost estimates and developing technical and contractual requirements including writing and evaluating PWSs, SOWs, and/or SOOs; AND, 3) Performing IT product studies, with emphasis on interoperability and compliance with Army and DoD IT policy.

Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Additional information
- This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.
- Position may be filled as a Term appointment NTE 2 years. Employees hired under the modified term appointment may be eligible for conversion to career-conditional appointments or career appointments. This position may be converted to permanent career or career-conditional appointment without further competition as long as the following requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service and employee must have a current performance rating under such term appointments of at least full successful or equivalent.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
