Summary
As an Equal Opportunity Investigator at the GS-1860-7/9, you will be part of the U.S. Equal Employment Opportunity Commission. If selected, you will be responsible for investigating allegations involving employment discrimination. Duties
Receives inquiries and investigates charges of employment discrimination filed, pursuant to the federal statues enforced by the Commission.
Interviews potential charging parties, informs them of their administrative and legal rights and responsibilities under the laws enforced by the Commission, and conducts a preliminary review of information gathered to determine jurisdiction.
Obtains documentary and testimonial evidence that is relevant and material to the resolution of the issues under investigation through witness interviews and affidavits, written requests for information, on-site investigations, research, etc.
Conducts on-site investigations, during which the incumbent inspects respondent facilities, interviews witnesses and personnel, and examines and copies other records.
Drafts charges of discrimination and takes affidavits of charging parties, as appropriate.
Drafts a thorough and well-written report of investigative findings, citing specific testimonial and/or documentary evidence, as well as applicable case law, policies, and precedents relied upon.
Drafts proposed conciliation agreements that provide meaningful and appropriate relief and engages in settlement and conciliation negotiations to resolve charges.

Qualifications
For the GS-07: You must have at least one year of specialized experience, equivalent to the GS-05 level in the federal service, such as:
Assisting with investigative duties designed to develop information, planning and conducting investigations, and refining investigative methods and techniques.
Assisting with fact gathering that results in preparing a written report of the facts.
Writing in a clear, concise, and organized manner.
OR One full year of graduate level education directly related to the position.
OR Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND must meet certain GPA requirements or membership in a National Scholastic Honor Society.
Equivalent combinations of education and experience are qualifying for this grade level.
For the GS-09: You must have at least one year of specialized experience, equivalent to the GS-07 level in the federal service, such as:
Conducting formal investigations into employee discrimination, or closely related areas, using a variety of investigative methods and determining such things as the documentary evidence needed to conduct the investigation.
Interviewing witnesses through sworn statements or testimony and preparing a written report of the facts.
Writing in a clear, concise, and organized manner.
OR Successful completion of a master's, or equivalent graduate degree, directly related to the position,
OR 2 full years of progressively higher-level graduate education leading to such a degree,
OR LL.B. or J.D., if related.
Equivalent combinations of education and experience are qualifying for this grade level.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS- 07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS- 09 level.

You will receive credit for all qualifying experience, including volunteer experience.

Education must have been successfully completed and obtained from an accredited school, college, or university.
