Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Realty Specialist GS-1170-13 position with the U.S. Army Corps of Engineers, Fort Worth District, Real Estate Division, position is located at Fort Worth, TX. Please see "Additional Information" section below for further details. Duties Manage the efficient and effective accomplishment of the planning and execution of major realty projects in support of a Program. Provide advice and guidance for real estate analyses prepared for proposed and authorized studies and projects. Apply management concepts, principles, methods and practices on real estate programs. Responsible for all management, control, development, coordination and execution of a real estate program. Implement corporate decisions, guidance, laws, regulations and policy into the development of projects within a real estate program. Provide direction for the planning, coordination and development of real estate data and technical investigations related to existing and proposed studies and/or projects. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Position requires Temporary Duty Travel (TDY) at least 25% of the duty time. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes 1. Manage a real estate program by controlling project execution, developing milestones, and allocating budgets. AND 2. Advise on complex real estate matters by providing technical guidance and quality control oversight on studies, reports, and policy adherence. AND 3. Direct staff in the acquisition of real property and relocation of personnel while serving as a mentor and technical resource. (This experience MUST be clearly identified within your work experience within your resume.) Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. A Recruitment/Relocation Incentive MAY be offered, depending on funding availability and management discretion. An Incentive must be requested by selected applicant at the time of the tentative job offer and approved prior to hire. An Incentive requires a signed service agreement. Current permanent Federal employees (to include permanent Army employees) applying for a Term Appointment will be appointed/converted into a Term Appointment with no statutory return rights back to a permanent position. If you are an external status candidate (e.g. an applicant other than a current, permanent Army employee) that is eligible and would like to be considered for a TERM appointment not to exceed (NTE) 13 months will need to apply to Announcement # Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years.
