Duties
This is not a job for a first time supervisor; must have second level supervisory experience and decision authority
Exercises direct supervision over Work Leaders, Machinists, Electricians, and the employees who support the Die Knife sharpening operation.
Determines work methods to be used by subordinates; explains work requirements to employees and reviews work in progress.
Utilizes the agency’s Computerized Maintenance Management System to submit and review work orders, update status, order parts, and maintain inventory balances.
Enforce security regulations and assures work is performed in accordance with applicable safety standards.
Prepare performance appraisals; approve/disapprove leave requests; make recommendations to supervisor for training, reassignments and disciplinary actions; conduct performance and corrective counseling.

Selectee must pass all preemployment requirements prior to appointment.
Males born after 12/03/59 must be registered for Selective Service.
Selectee may be required to serve a one year Supervisory probationary period.
Selectee must obtain and maintain Secret Clearance.
Selectees must pass a physical examination prior to appointment.
Strength test may be required.

Physical - Effort: Duties require prolonged standing, walking, stooping, bending, stretching, reaching above the shoulder, and climbing. A moderate amount of hand, wrist, and arm movements is involved.
Physical - Effort: Duties require Moderate lifting is required for objects weighing up to 80 pounds. Incumbent is required to have good eye-hand coordination and proficient vision.
Working Conditions: Duties are performed in a well-lighted, heated and ventilated area.
Working Conditions: The incumbent is exposed to low frequency noise generated by bindery equipment. The work is performed indoors, with no exposure to excessive heat or cold.
Working Conditions: The incumbent will be exposed to moving machinery and sharp edges and may suffer cuts, bruises, and abrasions.
Qualifications
To qualify for the Foreperson, KJ-3414-00, applicants must meet the following Screen Out-Element: #73 - Ability To Lead Or Supervise
Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the online questionnaire. If your knowledge and ability in the SCREEN OUT ELEMENT below is not sufficient, you will not receive further consideration.
In addition to the requirements above, applicants must have:
Second level supervisory experience and decision authority.
Prior experience in dealing with unions (related to the trades) for a large organization supervising at least 20-30 employees.
Demonstrate knowledge of operation, capabilities, and limitations of electronic control equipment (Programmable Logic Controllers) and systems as well as skill in applying this knowledge to understand new or extensively modified systems to improvise alignment, repair, and operating procedures that will be efficient, complete, and compatible with available resources.
The incumbent directs, organizes, and assigns work to the Facility Craft Supervisor, Machine Shop, Work Leaders, Machinists, Electricians, and the employees who support the Die Knives sharpening operation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
All qualification requirements must be met by the closing date of this announcement to be considered.
Education
Substitution of education in lieu of specialized experience may not be used for this grade level.

Work Life Balance:
The GPO offers Transit subsidy for commuters using public transportation (Metro Bus/Rail, MARC, VRE, etc.).
Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a Secret Clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Depending on the type of background investigation required, the security process may take between 6 weeks to 12 months.
The Agency may rescind the tentative offer if the candidate is unable to obtain an interim clearance.
