Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business & Technical Management Professional Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Supervisory Program Officer for various aspects of Acquisition (ACAT) I, II and/or III programs within the ASA(ALT). This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. One year trial/probationary period may be required. You will be required to provide proof of U.S. Citizenship. This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at the Advanced level in the Acquisition Career Field of Program Management and Business-Financial Management within 48 months of entrance on duty. Business travel required up to 35% of the time. One-year supervisory probationary period may be required. This position is a Critical Acquisition Position (CAP) and requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with sensitive compartmental information or access for the duration of employment. This position is subject to a pre-employment screening, and random drug testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience is defined as: 1) Manage multiple aspects of assigned acquisition programs; 2) Advise leadership on programmatic decisions and interpreting acquisition regulations/directives; 3) Provide situational awareness briefings to senior leaders on program issues and progress in issue resolution; AND 4) Lead a team of acquisition professionals by prioritizing/assigning work, assessing performance, and coaching/mentoring. This definition of specialized experience is typical of work performed at the next lower grade/ level position in the federal service (NH-03 or GS-13). You will be evaluated on the basis of your level of competency in the following areas: Acquisition Strategy Communications Leadership Organizational Awareness Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
