Installation Child and Youth Program Director (small or medium)

Summary The purpose of the Installation Child and Youth Programs Director is to provide oversight to all child and youth programs at an installation to facilitate the provision of safe, healthy, secure, and developmentally appropriate services for children and youth ages 6 weeks to 18 years. The incumbent is responsible for planning and executing the Installation CYP through the administration, operation and technical direction of any or all of the following programs as applicable to the installation. Learn more about this agency Duties Major duties and responsibilities: Supervisory duties comprise 25% of incumbent's time and include but are not limited to: Directs and provides oversight of work to be accomplished by staff comprised of CYP Management and Training staff, NF-1701-04 (GS-09 to GS-11 equivalent) and the School Liaison Officers, NF-1701-04 (GS-09 to GS-11 equivalent). Plans, assigns, monitors, observes, and assesses ongoing staff work based on priorities, difficulty, complexity, and requirements of assignments, and staff capabilities. Sets and adjusts short-term and long-term priorities. Ensures effective and efficient use of employees across the CYP, including the development and use of a singular staffing schedule when applicable. Ensures the hiring process, initiating timely recruitment and selection of staff required to fill vacancies. Recruits and hires qualified personnel using CYP Standardized Agency Position Descriptions. Ensures staff receives proper training to fulfill requirements of their positions. Supports and budgets for staff annual training requirements. Provides subordinate supervisors and staff with direction and determinations regarding policies, procedures, and guidelines. Establishes local performance standards and requirements for employees, contractors, and volunteers. Visits programs during all hours of operations on a regular basis. Observes and monitors staff performance. Conducts annual performance reviews of staff. Provides clear guidance to employees, contractors, and volunteers regarding compliance with standards and execution of management directives. General duties comprise 75% of incumbent's time and include but are not limited to: Program Management Provides oversight and accountability for the performance of employees and the safety of children in accordance with Department of Defense (DoD), Department of Navy (DoN), and local policies and standards. Provides administration, operation and technical direction of the CYP, which may include CDCs, FCCs, SACs, YPs and CYES to facilitate the identification of childcare, recreational, and educational supports services and options for authorized patrons. Establishes, revises, or reviews policies, procedures, and objectives for the staff, as necessary to eliminate work problems or barriers to accomplishments, promote team building, implement quality improvements, or respond to concerns with regulatory compliance and/or customer requirements. Initiates and maintains partnerships with both on- and off-installation local schools. Interfaces with local school board representatives to establish state-run Pre-Kindergarten Programs or official CYP sponsored pre-kindergarten programs. Serves on workgroups to review changes in policy or programming before implementation enterprise wide. Program Operations Implements and monitors policies to include guidance, fee policies, program registration/enrollment, baseline standards and benchmarks, key management control and space utilization goals. Develops operational procedures to anticipate installation needs and trends and documents results. Develops, monitors, and analyzes applicable statistical data to track operating programs, evaluate their effectiveness and applicability to strategic goals, and plan improvements. Coordinates with all installation Directors to ensure an installation Parent Participation Plan, including a Parent Information Board (PIB) that includes parents and representatives from respective applicable component areas such as CDC, FCC, SAC, and YP is implemented. Ensures inclusion accommodation is facilitated and implemented throughout CYP and facilitates a CYP Inclusion Action Team meeting as required for more complex needs. Acts to attain resources/implement policies to meet command objectives and IAT recommendations. Ensures programs attain and maintain DoD certification and National Accreditation IAW Public Law. Budgeting and Financial Management Compiles program statistical data for reports and data calls and keeps Command informed of trends, policy changes, program deficiencies and needs for the installation CYP. Develops integrated budget input, conducts written analysis of budget variances as necessary, and prepares justification for funding of program resource requirements and repairs or maintenance of facilities and equipment. Oversees the collection, accurate accounting and reporting of funds received from patrons. Ensures compliance with all regulations governing the use of appropriated and nonappropriated funds. Approves purchases of facility, program, and playground supplies, equipment and furnishings. Requirements Conditions of employment Must successfully pass the E-Verify employment verification check. Must have or be able to obtain and maintain a Security Clearance. Ability to complete required training certificates, and maintain certifications or credentials required by Federal, State, and/or national accreditation institutions used as part of DoD's Child and Youth Programs. Must be able to satisfactorily complete all additional Child Care checks in accordance with PL 101-647 and DoDI 1402.05. Mastery knowledge of the principles of child and youth development and in designing and managing exceptionally complex programs that includes, but are not limited to safety, security, disease prevention, employee training, developmentally appropriate activities, parent involvement, and facility management. Knowledge of financial management, budgeting, and purchasing as it pertains to a child and youth program. Knowledge of facility design, functional use, and maintenance concepts; DoN, local and state child and youth regulations and procedures; and other regulations and instructions pertaining to military childcare and recreational services. Knowledge and support of the Navy's EEO program policies, goals and objectives. Skills in program planning, organizing and coordinating to devise and carry out a variety of program components. Strong interpersonal communication and leadership skills to facilitate and organize a collaborative and cohesive installation CYP team. Knowledge of national accreditation and criteria. Skill in establishing positive working relationships with the teams and individuals, leading purposeful interactions, resolving conflict, and maintaining confidentiality for families and employers. Ability to communicate effectively both orally and in writing in English and possess strong interpersonal communication skills. Ability to analyze, plan, and, adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to work effectively under pressure or on multiple tasks concurrently while meeting established deadlines and changing priorities. Education A bachelor's degree or higher in Early Childhood Education (ECE), Child Development, Elementary Education, Special Education (concentration in ECE), Home Economics (early childhood emphasis), Child Care Administration or related field of study and four years of specialized experience in managing and supervising facility-based child and youth programs. OR A combination of education and experience; education must include courses in a child-related field and total minimum of 24 higher level semester hours. In addition, four years of specialized experience in managing and supervising facility-based child and youth programs. All individuals involved in the provision of child care services on a Department of Navy (DON) installation or in a DON-sanctioned program must complete the Installation Records Check (IRC). The IRC includes a check of the Substance Abuse Rehabilitation Program (SARP) records in the Alcohol and Drug Management Information Tracking System (ADMITS) database, a check of the Family Advocacy Program (FAP) records in the Fleet and Family Support Management Information System (FFSMIS), and an installation security/base check via the Navy Justice Information System (NJIS) database and/or other law enforcement systems. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers, per DoDI 1402.05. Per Department of Defense Instruction (DoDI) 1402.05 Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment [under Article 15 or chapter 47 of Title 10, U.S.C]) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense.
