Summary About the position: This position is Non-appropriated Fund (NAF) and will be assigned to the Resource Mangement Flight. This position will be filled as a Regular Full Time employment category, guaranteed 35.00 hours per week. Learn more about this agency Duties Under the supervision of the Resource Manager, this position performs a variety of administrative and financial tasks to support the Force Support Squadron (FSS). The incumbent will play a key role in ensuring smooth operations across the squadron while managing both administrative and financial responsibilities. Key Responsibilities: Backup to Central Cashier: Observes slot machine harvests, gathers data, compiles records, and prepares detailed reports for internal and external audits. Process Improvement: Provides suggestions for process improvements and ensures all reports and documents are accurate, properly formatted, and include necessary procedural explanations. Administrative Support: Manages meetings, appointments, calendar events, mail logs, Memorandums of Agreement (MOAs), and Operating Instructions (OIs). Advisor on Administrative Processes: Serves as an advisor to ensure smooth operations across the squadron and provides direct administrative assistance throughout the organization. NAF AO Cardholder: Facilitates purchases for various organizational needs. Records Manager (FARM): Serves as the custodian for the flight, providing guidance on record maintenance and disposition, while ensuring that Operating Instructions are reviewed and updated annually. Private Organization (PO) Coordinator: Oversees the operations of private organizations on Vandenberg SFB, reviews and processes fundraiser requests, coordinates with the base legal office, and ensures event permits are approved. PO Compliance: Trains new PO officers, tracks requirements, and ensures compliance with regulations. Monitors the timely submission of financial reports and documentation. NAF MOA Management: Conducts an annual review and calculation of NAF MOAs for personnel reimbursements, ensuring approvals are obtained by established deadlines. Payroll Liaison: Oversees payroll processes, including pay adjustments, time validations, leave records, and ensures timecards are approved within deadlines. Payroll Inquiries: Resolves overpayment or underpayment issues, provides guidance to timekeepers, and prepares payroll reports. System and Training Support: Coordinates with centralized payroll offices, participates in the development of new payroll systems, and ensures compliance with all procedures. Conducts training for supervisors and timekeepers. Record Maintenance and Digitization: Responsible for digitizing records and maintaining payroll programs, ensuring proper system functionality. Qualifications: Strong attention to detail and organizational skills. Proficiency in administrative and financial systems. Ability to work independently and manage multiple tasks simultaneously. Excellent communication and interpersonal skills. Experience with payroll processes, time management systems, and financial reporting. Additional Responsibilities: Other related duties may be assigned as needed to ensure the efficient functioning of the squadron. Qualifying Experience: Intermediate to advanced knowledge of administrative regulations, practices, and procedures Ability to support accounting, budgeting, financial, and fiscal operations Capability to perform effectively at the grade level of the position Practical knowledge of payroll accounting is essential Understanding of internal control principles and policies Ability to communicate effectively, both orally and in writing Experience analyzing a wide range of documents to ensure accuracy and compliance with regulatory guidance Experience with cash-related processes, including receipt, disbursement, examination, deposit, and accountability control methods Ability to identify and address problems, gather necessary information, establish facts, and take or recommend appropriate actions based on interpretation of guidelines Education may be considered as a substitute for experience Successful completion and favorable adjudication of background investigation (Tier 1 Level) is required You will be evaluated on the basis of your level of competency in the following areas: Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does allow for education substitution. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
