Summary
Join a mission-driven agency that helps millions of Americans save for retirement. The Federal Retirement Thrift Investment Board (FRTIB) is seeking a talented and motivated professional to serve in the role of Deputy Chief Investment Officer.
As part of our team, you'll contribute to the stewardship of the Thrift Savings Plan (TSP)--the largest retirement plan in the U.S.--and help deliver exceptional service to federal employees, members of the uniformed services, and beneficiaries.

Duties
Serve as the Chief Investment Officer's (CIO) deputy by managing office operations, staff, and resources to ensure investment programs run efficiently and effectively.
Provide senior investment leadership by overseeing investment policies, risk management, performance analysis, and resolution of complex investment issues.
Lead the selection, oversight, and performance evaluation of external investment managers and contractors supporting the Agency's investment portfolio.
Direct procurement and Request for Proposals processes to acquire investment management services and ensure contractors meet operational and performance requirements.
Supervise and develop professional staff by setting priorities, evaluating performance, and fostering a high-performing, accountable investment team.

Qualifications
To qualify for this position, you must meet the specialized experience requirements listed below. Some positions may also require a basic qualification, such as a specific degree or certification. If applicable, that requirement will be listed below as well.
Basic Requirement
Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
OR
Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.
Specialized Experience
GS-15: You must have at least one year of full-time specialized experience at the GS-14 grade level (or equivalent) that shows you have the knowledge, skills, and abilities needed to do the work. Examples of specialized experience include: a) leading analysis of investment performance, benchmarks, and cash flows to evaluate managers and advising leadership on portfolio decisions; b) directing due diligence and ongoing oversight of external investment managers to ensure compliance, manage risk, and improve overall investment results; c) managing competitive procurements for investment or financial services to select, oversee, and evaluate contractors supporting institutional investment programs; and d) developing compliance policies and led complex studies to address emerging risks and provide recommendations to senior leaders with minimal supervision.
What Counts as Experience
We consider both paid and unpaid experience, including but not limited to volunteer work with organizations like the Peace Corps, AmeriCorps, or other community groups. Volunteer work can help you develop skills that are directly relevant to this job.
A full year of work means working 35-40 hours per week. If you worked part-time, we'll calculate your experience based on the actual hours you worked to add up to one year of full-time equivalent work (2,087 hours). To receive credit for part-time work, you must clearly describe your duties and responsibilities, and the number of hours you worked each week.
