As a PHYSICAL SCIENTIST (TITLE 5) (TEMP), GS-1301-12, you will:
Manages a most complex, highly technical environmental management and protection program and serves as the installation's single most knowledgeable expert on DoD, AF, ANG, EPA state specific environmental laws and regulations.
Environmental Management duties and responsibilities include, but are not limited to: (1) Hazardous Waste Management; (2) Storm Water Management and Control; (3) Air Quality; (4) Water Quality; (5) Pollution Prevention; (6) Green Procurement; (7) Environmental Restoration Program (ERP); (8) Cultural and Natural Resources Management; (9) Spill Prevention and Response; (10) Environmental Management System; (11) Environmental Impact Analysis Program (EIAP) Management; and (12) Qualified Recycling Program Management.
Manages the entire Planning, Programming, Budget and Execution (PPB&E) for the installations environmental quality (EQ) program area.
Additional budgetary responsibilities may include working with the Defense Logistics Agency (DLA) Energy and Environment for recurring environmental costs related to DLA owned fuel systems.
Provides financial analysis and planning for Environmental resource requirements, to include planning, programming and execution.
Responsible for planning, budgeting, and reporting environmental financial information through directed financial databases.
Prepares and guides implementation of environmental program plans.
Environmental program plans can include, but are not limited to (1) Spill Prevention Control and Countermeasures (SPCC) Plan; (2) Storm Water Pollution Prevention Plan (SWPPP); (3) Hazardous Waste Management Plan (HWMP); (4) Air Emissions Inventory (AEI); (5) Green Procurement Plan (GPP); (6) Integrated Pest Management Plan; (7) Refrigerant Management Plan; (8) Cultural or Natural Resources Management Plans; (9) Environmental Management System (EMS) Plans; and (10) Integrated Solid Waste Management Plan.
Serves as an active member of the installation Design Working Group (DWG) accomplishing short term and long range planning in conjunction with Civil Engineering for future military construction and renovation projects. Responsible for ensuring all necessary environmental permits for related construction projects are obtained and necessary plans developed and implemented.
In accordance with the Environmental Impact Analysis Process (EIAP) statutory requirements, the incumbent is responsible for evaluating the environmental impact of construction and renovation projects.
Facilitates the decision making process ensuring due consideration is given to the natural environment, social, political, economic, and governance factors and provides a holistic frame work designed for the achievement of sustainable outcomes.
Plans and schedules work in a manner that promotes a smooth flow and even distribution.
Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes.
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules.
Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs.
Performs other duties as assigned.

Participation in direct deposit is mandatory.
Pending analysis, you may be required to complete a new 1-year probationary period when moved to this position IAW CNGBI 1400.25.
Federal employment suitability as determined by a background investigation.
Must be able to obtain and maintain the appropriate security clearance of the position.
This position is subject to provisions of the DoD Priority Placement Program.
Potential for incentive pay.
Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.
The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver's license is required.
This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
Qualifications

Specialized Experience:
Have 1 year equivalent to GS-1301-11. (Must provide SF 50 to validate claim)
OR
Have experience which demonstrates Professional knowledge and abilities applicable to a wide range of environmental engineering duties; and the skill to modify standard practices and adapt equipment or techniques to solve a variety of problems; adapt precedents or make significant departures from previous approaches to similar projects to provide for the specialized requirements of projects; and apply standard practices of related engineering disciplines as they relate to environmental engineering functions. In depth knowledge of environmental sciences and related disciplines, the effect of actions and technology on the environment, the means of preventing or reducing pollution, and the relationship between environmental factors and human health and well-being. Comprehensive knowledge of Environmental Protection Programs that involve federal/state compliance procedures and standards associated with pollution prevention, hazardous waste management/minimization, recycling and environmental impact. - Substantial knowledge of contract administration to negotiate and provide technical oversight, monitor vendor performance, and ensure compliance with terms of contract. Systematic skill in planning, organizing, directing, coordinating, operating, and evaluating Installation Environmental programs. - Detailed knowledge of analytical and evaluative methods and procedures, and skill in evaluating related operations sufficient to analyze standards, procedures, and work processes to continually improve them to meet customer requirements and to ensure compliance with regulatory provisions. Knowledge of and skill in applying basic budgetary policies and procedures to provide a financial analysis of environmental resource requirements. Comprehensive working knowledge of pertinent laws, regulations, policies, and precedents affecting the Installation Environmental Management Program to include federal/state/local/DoD/AF/ANG requirements. All-inclusive working knowledge of installation Environmental Management roles and responsibilities, and the ability to recognize the need for and to develop local guidelines/instructions to meet the specific installation needs. Competent command of oral and written communications to prepare and present briefings/project papers, and staff reports; coordinate planning efforts; and manage programming activities, to effectively communicate requirements with staff and line personnel to encourage understanding and acceptance of findings and recommendations, and to negotiate with high-level civil and military executives. Knowledge and skill sufficient to adapt standard practices, equipment, or techniques in preparing specifications and designs (or monitoring those prepared by others) for the improvement or alteration of existing or the eventual construction of new facilities.
Education
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
Combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
