Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at USCYBERCOM - Ft. Meade. Learn more about this agency Duties Participates in operational planning teams and other combined forums conducting detailed planning for cyberspace operations. Initiates and leads collaboration between the Command and partner agencies to develop and execute mutually beneficial agreements to enable the placement of liaison and exchange officers within the Command and the partner agency. Provides administrative guidance to enable on-boarding, placement, management, support, and off-boarding of external partner liaison and exchange officers assigned to USCYBERCOM. Maintains the Liaison Coordination Office budget. Forecasts annual Liaison Coordination Office funding requirements including International Cooperative Administrative Support Services, travel, and supplies. Maintains the Command’s roster of liaison and exchange officers out to partner agencies, and partner agency liaison and exchange officers placed within the Command. Maintains the rotation forecast for all liaison and exchange officers. Monitors the burn rate of Liaison Coordination Office funding and requests additional funds or recommends spending restrictions as necessary. Identifies conflicts among stakeholders or policies which negatively affect the placement of Command or partner liaison and exchange officers and recommends corrective COAs. Advises and trains Contact Officers as required. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Three year trial/probationary period may be required. The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime. Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time. The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam. This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program). The incumbent must pass urinalysis testing, as required, prior to appointment, reassignment or transfer and periodically thereafter. May be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position. The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy5-1. See "Additional Information" for more conditions of employment. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by Specialized experience would be demonstrated by at least one year of applicable experience in 1) drafting, coordinating, and staffing memorandums of agreement and memorandums of understanding with inter-agency and international partners; 2) Providing administrative guidance to enable on-boarding, placement, management, support, and off-boarding of liaison and exchange officers from inter-agency and international partners, and; 3) drafting, coordinating, and maintaining guidance governing the integration of liaison and exchange officers from inter-agency and international partners. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional information If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment. In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level: 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap). Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship.
