Summary About the Position: The incumbent will serve as Contract Specialist in the Okinawa Contract Execution Section, responsible for pre-award and post-award functions for a variety of especially complex, long-term, and large-scale contracts for services, architect-engineer, supply, and / or construction to meet the requirements of various Government agencies. One year trial/probationary period may be required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. This position requires approximately 10% of your duty to be performed in Temporary Duty Away (TDY) from your place of work status. This position requires a Defense Acquisition Workforce Improvement Act (DAWIA) level II certification in Contracting within 24 months of entrance on duty. Qualifications Who May Apply: Only applicants who meet one of the employment authority categories below are eligible to apply for this job. If you are currently stationed in the overseas area, all of your overseas time will be credited toward your current overseas tour end date. Your overseas time served will not reset upon accepting this assignment. If you have returned from OCONUS within the past 2 years or less, your time previously served in the OCONUS area will be credited to your 5 year overseas rotation upon accepting this assignment. In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: You must attach a copy of your transcripts.) OR Exemption: You are exempt from the education requirements above if (A) a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) I am a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: responsibility for pre-award and post-award functions for a variety of fixed-price contracts. Long-term, and large-scale contracts for services, supply, construction, and/or architect engineer professional services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees initially recruited from the United States may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. (Subject to approval) Selectees recruited outside the U.S. will have their eligibility for foreign area benefits determined at the time of hire. Overseas allowances may be authorized in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
