Summary
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Program Integrity (CPI), Data Analytics & Systems Group (DASG).
As a Data Scientist, GS-1560-11/12, you will design, develop, and implement the analytical, statistical, and programming mechanisms necessary to collect, organize, analyze, and interpret unique and highly specialized data sets.

Duties
Serves as an advisor to project teams and leadership at the Division or Group level in collecting, analyzing, and interpreting unique and specialized CMS data sets that may inform agency decisions regarding CMS programs or CMS business operations.
Conducts data collection, manipulation/cleansing, and analysis; develops data visualizations; and develops and tests hypotheses using tools such as Statistical Analysis System (SAS) software, R, or SPSS.
Translates the results of analysis into clear, actionable communications that equip Agency decision makers with the data to make informed evidence-based decisions about program or operations strategy.
Provides technical advice in the development and analysis of pilot initiatives and applications, and makes recommendations to management on the use of such technology as it relates to CMS data.
Serves as a resource to Federal and contractor staff on data science, and may be called upon to serve as a team leader, assuming development of project planning, coordination of team efforts, and maintaining lines of communication.

Qualifications

In order to qualify for the GS-11, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-09 grade level in the Federal government, obtained in either the private or public sector, to include:
Assisting in researching and compiling data related to healthcare, public health, or health IT.
Supporting data preparation and basic analysis using analytic or statistical software (e.g., R, Python, SAS, SPSS, or STATA).
Contributing to the development of reports, presentations, or web sites based on data analysis.
- OR -
Substitution of Education for Experience: You may substitute education for specialized experience at the GS-11 level by possessing a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or equivalent doctoral degree or LL.M., if related to the position being filled.
- OR -
Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-09 grade level may be used to qualify applicants for positions at grades GS-11. Therefore, only education in excess of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree may be used to combine education and experience.
TRANSCRIPTS are required to verify satisfactory completion of the educational requirement related to the substitution of education for experience and the combination of experience and education. In order to qualify for the GS-12, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-11 grade level in the Federal government, obtained in either the private or public sector, to include:
Researching and compiling data related to healthcare, public health, health insurance, or health IT.
Developing new data products such as forecast models, cost-projection tools, interactive dashboards, automated reports, and related visualizations.
Offering advice or guidance to management on establishing or enhancing standard procedures for data collection, analysis, interpretation, and reporting.
Substitution of Education for Experience: There is no substitution of education to meet the specialized experience requirement at the GS-12 grade level.
Combination of Experience and Education: There is no combination of experience and education to meet the specialized experience requirement at the GS-12 grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown above, plus additional education or appropriate experience.
