Duties
Manages fisheries and water quality programs related to hydropower operations, including managing oxygen diffuser systems, directing turbine venting, and ensuring compliance with environmental commitments.
Develops and implements fishery management plans, manages conflicts between fishery resources and hydropower, and coordinates with state resource agencies.
Prepares and revises long-range functional plans for fishery resources, develops cooperative programs with other agencies, and prepares reports and correspondence.
Serves as the business line manager for the water supply program, developing budgets and managing water storage agreements.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Must be able to obtain and maintain a valid state driver's license.
Position requires up to 20% TDY
This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
Must be able to lift up to 50 lbs
This position requires employee to obtain and maintain a USACE small boat operators license within 6 months of appointment.

This is a Direct Hire Authority (DHA) announcement.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement for Fish Biologist:
Bachelor's degree (or higher degree) in biological science that included at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; AND at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields, or excess course work (beyond the required 6 semester hours) in aquatic subjects. (Note: You must attach a copy of your transcripts.)
OR
Combination of education and experience which includes courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in A above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.)
Specialized Experience for the GS-11 is: One year of specialized experience which includes: 1) Assisting in the management of fishery and aquatic resource programs, such as by conducting water quality assessments or monitoring fishery habitats related to hydropower operations; 2) Applying fishery management principles to help develop management plans in coordination with state and federal agencies; and 3) Aiding in the preparation of functional plans or budgets for fishery or water supply programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service. (GS-09)

Education

This announcement uses the FISH BIOLOGIST direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.
