Summary
This position is part of the Department of War (DoW), Missile Defense Agency (MDA). The incumbent will be responsible for serving as technical coordinator for the continuous operation of the MDA Cybersecurity Service Provider (CSSP).

Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
As a IT SPECIALIST (SECURITY) at the NH-2210-4 broadband level, some of your typical work assignments may include:
Provides technical leadership for cybersecurity architecture, requirements, objectives, risk management and supporting procedures and policies.
Leads the programs' cybersecurity Risk Management Framework (RMF) processes in accordance with agency and DoW requirements.
Leads a team of Information System Security Officers (ISSO) and other cybersecurity technical professionals to accomplish the mission of the organization.
Advises the THAAD Project Office on emerging Information Assurance/Cybersecurity technology and doctrine. Leverages expertise and resources to plan, resource, and execute cybersecurity requirements on systems.
Develops standard policy and guidance related to Certification and Accreditation of THAAD systems which will facilitate compliance with the rigorous current DoW accreditation/authorization process (e.g., DoDD 5200.28, DoDD 8510.1-M and DoDD 8500.2).
Provides acquisition support to the program and product managers. This support provides expertise tailored to all phases of the acquisition life-cycle: cybersecurity acquisition strategy input, request for proposal (RFP) development, proposal evaluation, and contract execution & validation.
This position is part of a planned Transfer of Function (TOF) from the Missile Defense Agency to the Department of the Army.

Employee must obtain/maintain a Special Sensitive/Top Secret with Sensitive Compartmented Information (TS/SCI) clearance.
This is an acquisition position coded Practitioner in Engineering and Technical Management.
This is a drug testing designated position
This is an Information Assurance Workforce Improvement Program Position coded Level III in the Management Category (IAM). Selectee must have at the time of permanent selection or achieve certification within 6 months of EOD.
Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 60 months of entry into position.
Incumbent must acquire 80 Continuous Learning Points every 24 months.
Qualifications
You may qualify at the NH 04 Broadband Level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below and must meet 2 of the 4 specialized experience listed below to be qualified:
Experience with Risk Management Framework (RMF) techniques, policies, and procedures.
Experience applying leadership principles and a corresponding ability to apply those principles in order to maximize subordinate performance and retain and recruit a quality workforce.
Experience identifying threats and vulnerabilities of computer system(s) and developing Plans of Action and Milestones (POA&Ms).
Experience implementing continuous improvement of the cyber risk posture of the system portfolio within budget, technical, and schedule constraints.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACQUISITION POSITION: This position requires Acquisition Workforce Information Assurance Certification prior to hiring is not essential but must be accomplished within 60 months after entry into this position.
DAWIA (Back to Basics) Certification: NON-CAP: This is an acquisition position coded Practitioner in Engineering & Technical Management. Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 60 months of entry into position. Incumbent must acquire 80 Continuous Learning Points every 24 months.
This is an Information Assurance Workforce Improvement Program Position coded Level III in the Management Category (IAM). Must have at the time of permanent appointment or achieve within 6 months of Entry on Duty (EOD) the appropriate baseline certification In Accordance With (IAW) Department of Defense (DoD) 8570.01-M. Must acquire continuing education requirements IAW the governing body for their certification. Certification must be maintained as long as the employee remains in the position.
