- Must be able to obtain and maintain the appropriate security clearance of the position.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
- May require travel in military and/or commercial aircraft to perform temporary duty assignments.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This will not exceed 14 days per year unless approved in advance by the TAG.
Qualifications
GENERAL EXPERIENCE - Skill in collecting and analyzing data effectively, efficiently, and accurately; skill in applying procedures and directives by reading and interpreting program material; skill in presenting formal training presentations and briefings; ability to prepare reports and presentation formats.
SPECIALIZED EXPERIENCE / EDUCATION is experience/education which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position.
GS-09 - Specialized Experience - Must have at least 1-year specialized experience equivalent to at least the next lower grade, GS-07. Examples of specialized experience includes: Analyze, examine, and interpret accounting data, records, and reports to determine past costs, identify improperly recorded costs, and reallocate cost to ensure they are recorded in proper cost structure. Determines, selects, organizes, and analyzes appropriate data for the effectiveness and/or efficiency of operations for use in executing performance measurements. Interprets financial management policy and provides guidance to staff elements. Applies a knowledge of military and civilian pay entitlements and allowances and military and civilian travel entitlements; knowledge of the USPFO organization, mission, and functions; a thorough understanding of management, organization, and resources utilization policies and principles, and knowledge of review and analysis techniques including statistical sampling techniques and procedures.

Education - Possess a master's, an equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree. NOTE: In order to be considered for this position using education as a basis of qualification, you must submit a copy of your transcripts.

Combination - A combination of Specialized Experience and Education as described above. Only graduate education in excess to 1 full year of graduate level education may be used when combining education and experience to meet the total qualification requirements. NOTE: In order to qualify for this position using a combination of experience and education, you must submit a copy of your transcripts.
GS-11 - Specialized Experience - Must have at least 1-year specialized experience equivalent to at least the next lower grade, GS-09. Examples of specialized experience includes: Serves as the technical expert for governmental accounting principles, policy, concepts, and management. Advises and trains program managers and staff regarding changing accounting operations. Creates reports to satisfy management information requirements. Implements new account structures and procedures to comply with regulatory or legislative changes. Analyzes accounting documents, records, reports, and processes to ensure conformance with governmental accounting principles, operating procedures, and regulations; in a constantly changing environment. Develops and implements on-site adaptations to the accounting system to allow more effective interface with other automated systems. Ensures financial data meets requirements for inclusion in financial reports. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Identifies need for changes in priorities and takes action to implement such changes.

EXPERIENCE REQUIREMENTS:
Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. The duties listed must fully substantiate -in your own words- that you meet the minimum requirements and specialized experience listed above, in detail; otherwise, you will not be considered qualified for this position.
Length of time is not of itself qualifying. Your experience will be evaluated on the basis of duties performed. Your record of experience, training, and education must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position:
-A professional and comprehensive knowledge of accounting theories, practices, methods, and techniques is required to analyze accounting and feeder systems. The ability to adapt current systems is required to solve discrepancies and adjust current data to more accurately reflect the usage of funding resources at the state level. The ability to correct errors created at the national level (i.e., inaccurate tables and system problems) is required, along with the ability to ensure that accounting data is accurate. The ability to perform extensive research is required in order to ensure that proper funds are charged for expenditures. Ability to devise methodologies to ensure that data received is either correct or is modified to comply or fit into the accounting system is required for various system changes. Must possess the ability, as the single individual in the state, to deal with a multitude of issues raised in a given accounting cycle.
Education
BASIC REQUIREMENTS - Degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

- Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- If you are a current Federal employee or former Federal employee, you must submit a copy of your latest SF-50 "Notification of Personnel Action" and/or a copy of the SF-50. You may submit your most recent performance appraisal.
- NOTE: A retired member of the Armed Forces may not be appointed to a DOD civilian position within 180 days after retirement, without a TAG approved waiver, in accordance with DoDi 1402.01, Employment of Retired Members of the Armed Forces, dated 09 Sep 2007 and National Guard Appointment for Retired Members of the Armed Forces Memo, dated 18 Jan 2019.

- Cost of Living Allowance (COLA): Entitled to 1.69% COLA in addition to base salary, subject to change.
- Direct Deposit Program: If selected for technician position with the Alaska National Guard, you will be required to participate in the Direct Deposit Program. (Salary will be automatically deposited to bank/credit union account).
- Veterans' Preference: a copy of your DD Form 214 which must include character of service or a Statement of Service/Proof of Service which must include service dates and character of service. In addition, if claiming 10-point preference you must submit a VA Letter or a disability determination from a branch of the Armed Forces (or documentation of purple heart, if applicable) and a SF 15 (Application for 10-point veteran preference).
Veterans Information: Veterans' preference must be validated by formal submissions including all necessary supporting documentation. You must provide acceptable documentation of your preference or appointment eligibility. Acceptable documentation may be:
1. A copy of your DD-214, "Certificate of Release or Discharge from Active Duty," which shows dates of service and discharge under honorable conditions.
2. A "certification" that is a written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date the certification is signed.
3. You may obtain a letter from the Department of Veterans Affairs reflecting your level of disability for preference eligibility by visiting a VA Regional Office, contacting a VA call center or online.
NOTE: Prior to appointment, an agency will require the service member to provide a copy of the DD-214.
