Job Summary:

Kymber is seeking a highly knowledgeable and experienced Acquisition Analyst with expertise in the Department of Energy (DOE) and a strong understanding of regulatory requirements. The ideal candidate will be responsible for providing strategic guidance and support in all pre-award aspects of the acquisition lifecycle within the DOE environment. They will play a vital role in ensuring compliance with applicable regulations and policies while driving effective and efficient procurement processes. Responsibilities and Duties:

  • Serve as the primary point of contact for acquisition-related matters within the DOE environment, providing support and guidance to the client.
  • Develop and implement acquisition strategies and plans that align with Federal and DOE regulations and policies, ensuring compliance throughout the procurement lifecycle.
  • Support the development and conduct thorough reviews of acquisition documents, such as statements of work, solicitations, contracts, and other procurement-related materials, to ensure accuracy, completeness, and compliance with applicable regulations.
  • Maintain up-to-date status of contract actions in the tracker(s); Current tracker(s) include Microsoft (MS) Access, PowerPoint, and Excel.
  • Document the acquisition process and develop a standard operating procedure for the organization.
  • Collaborate with cross-functional teams to define requirements ensuring the achievement of project objectives.
  • Stay abreast of the latest developments and changes in DOE acquisition regulations, policies, and procedures, and provide updates and training to relevant stakeholders.
  • Participate in meetings, working groups, and forums to represent the organization's interests and contribute to the development and enhancement of acquisition strategies.
  • Analyze and mitigate risks associated with acquisition activities, proactively identifying potential issues and implementing appropriate corrective measures.
  • Perform all pre-award and post-award functions with direction from supported official cradle-to-grave contracting. Submit contract files or document(s) as required.

Qualifications and Skills:

  • Minimum Education: bachelor’s degree in business administration or a related field. Advanced degrees preferred.
  • Preferred Certifications: Federal Acquisition Certification in Contracting (FAC-C) Levell III or Defense Acquisition Workforce Improvement Act (DAWIA) Acquisition Certification
  • Mid-level experience (5+ years) working in acquisition management; DOE or other government agencies.
  • Knowledge of the Federal Acquisition Regulation (FAR), the DOE Acquisition Regulation (DEAR), and/or other applicable guidelines preferred.
  • Proven track record of successfully planning, executing, and managing acquisitions within the DOE environment, demonstrating a strong understanding of the unique challenges and requirements.
  • Excellent understanding of government contract types, including firm-fixed-price, cost-reimbursement, and time and materials contracts.
  • Strong analytical and problem-solving skills, with the ability to assess complex situations, identify key issues, and develop practical solutions.
  • Exceptional attention to detail and the ability to review and interpret technical and contractual documentation accurately.
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders and present complex information in a clear and concise manner.
