Agile Project Manager
Energy Environment and Infrastructure
Location: US Remote (West Coast Preferred; reports to Portland office)

Seeking an experienced Agile Project Manager to ensure ICF’s Energy, Environment, and Infrastructure (EEI) Group technology initiatives thrive. This role will be part of a team that supports multiple work streams including software product development, software operations and maintenance, technology ecosystem modernization and exploring innovation opportunities. The ideal candidate will be an experienced and strong technology project leader who combines agile project management with a growth mindset and practical ‘get it done’ work style.
The role requires expertise in managing multiple concurrent projects including project intake, prioritization, set-up, planning and scheduling, resource allocation, project financial management, and managing project delivery. Software development projects will have high technical complexity and will be wide ranging including full stack web development, analytic models with no user experience (UX), low code, and system integration use cases. Must possess superb communication, analytical and time management skills. In addition, you must demonstrate the ability and desire to continually learn new technologies in a changing environment; analytical and problem-solving way of thinking; overall resilient, flexible, and enthusiastic personality.
What you will be doing:
- Set-up and manage the project intake and prioritization process, including project scoping, estimating, and schedule creation.
- Maintain a picture of demand for the team’s services and corresponding team allocations; act to ensure demand/capacity is balanced.
- Set-up and manage projects according to ICF’s established project management processes, including establishing project charge codes, financial management, and status reporting.
- Work with the team to establish ways of working and management systems that are effective and efficient for the size, scope, and complexity of the team’s workload.
- Anticipate and identify potential problems or risks for both the project and present alternative solutions to problems.
- Effectively communicate with team members, business owners, and stakeholders on topics i.e. team capacity, product/project status, risks, issues, and resource needs.
- Manage expectations and maintain constant contact with business owners and stakeholders to solicit feedback, resolve issues, and ultimately achieve satisfaction through proactive communications and value delivery.
- Drive change within the team and organization to improve processes, performance and outcomes.
- Ensure agile methodologies enforce project standards throughout the software development and operations and maintenance lifecycles.
- Be responsible for facilitating and promoting communication across a wide variety of work groups, from technologists to domain experts.
- Embrace ambiguity and leverage such opportunities for spearheading process definition and improvement.
What we need you to have (minimum requirements):
- Bachelor’s degree in (Business, project management, computer science, engineering, geography/geospatial data science or relevant area of focus)(candidates can substitute one year of experience for each year of education)
- 5+ years of agile software development project management experience.
- 3+ years of experience in managing multiple concurrent projects with a successful track record of delivering projects on scope, on time, on budget, on quality and on benefit.
- Experience and proficiency using project management and work management tools i.e. MS Project, MS Power BI, and Jira.
What we would like you to have:
- Experience managing projects with geospatial, analytics, modeling, lidar and cloud technologies.
- Experience managing technology modernization projects.
- Current Project Management Professional (PMP) or equivalent certification.
- Current Scrum Master (CSM) or equivalent certification.
- Experience in managing projects that cross multiple business divisions or lines of business.
- Experience managing projects with multiple workstreams.
- Experience managing longer duration (1+ year) projects.
- Capable of gaining support for initiatives through influence and use of business rationale.
- Proven ability to make and implement tough decisions.
- Understanding and drive to leverage emerging capabilities of Artificial Intelligence (AI) for meaningful benefit in project management responsibilities.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$76,848.00 - $130,642.00
