THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a AHA SEXUAL ASSAULT PREVENTION AND RESPONSE COORDINATOR, Position Description Number T0070000 and is part of the KS 184 Intelligence Wing, National Guard.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • May require travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory.
  • Must be able to obtain required certifications, as applicable.
  • Position designated as Essential and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Must be able to obtain and maintain a Secret security clearance.
  • Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.
  • Within 60 days of appointment, the employee must have a favorable completion and awarding of a Tier 3 background investigation as directed by DoD and NGB to conduct duties and responsibilities as a SARC employee
  • Within 60 days of appointment as a NG Title 5 Excepted Service Wing/BDE SARC employee, the qualified applicant must successfully complete the HQ ANG SARC initial training course, which is approved and evaluated to meet the D-SAACP requirements.

Qualifications

GENERAL EXPERIENCE:
This position requires the following:
Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.
OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.
OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field

All on-board NG Title 5 Excepted Service employees assigned to Title 5 Excepted Service SAPR Program, must be certified at the next higher grade-level before considered as eligible for merit promotions to Series GS-0101 SAPR Program positions; and, must have a minimum of one-year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant (to include an on-board Title 32 or a Title 5 Competitive Service employee who is employed in a different series' position) must have at least two years on-the-job experiences that are commensurate or equivalent to SAPR Program business, with demonstrated understanding of the principles and concepts defined by a practical knowledge of family programs, military community services, victim advocacy and/or associated functional areas.


SPECIALIZED EXPERIENCE: Must have of military and/or civilian specialized working experiences, education, and training equivalent to at least the next lower grade level, that results in competent and expert knowledge levels of the Wing/BDE SAPR principles and practices. Must have specialized experiences working with the Department of Defense (DOD) requirements, developing and managing prevention and support programs and activities for sexual assault; and other areas of interpersonal violence and victim needs. Skilled in performing consultant and coordinator duties that involved sexual assault prevention activities and training the ANG core values (integrity, excellence and service before self) as related to human relations activities. Experienced in developing, planning, and publishing action plans, programs, guidelines, and budgets geared to the installation population and organization to address sexual assault prevention and response. Skilled in monitoring and reporting all Wing/BDE SAPR incidents into the Department of Defense Sexual Assault Incident Database (DSAID). Competent in assessing and reporting the ANG Wing/BDE processes, procedures, contacts, and training necessary to carry out the program and meet DOD and ANG objectives. Experienced in working, briefing, and publishing the Wing/BDE SARC plans, milestones, and evaluation measures, using valid and formal metrics that ensured success in meeting goals and objectives. Skilled and knowledgeable in developing and implementing communication strategies at the installation, that expanded awareness of sexual assault. Experienced in the Family Advocacy Office (FAP) work objectives and business programs that addressed and managed intimate partner violence. Must have a working knowledge of Equal Opportunity Office and experienced in addressing unlawful discrimination as it relates to the continuum of harm. Must have specialized experiences in completing SAPR procedures in regard to physical and/or psychological trauma of sexual assault and the investigative and legal aspects of adult military sexual assault. Knowledgeable of military organizations, mission impacts, military life-styles, civilian resources, and traumatic situations that may contribute to individual and interpersonal stress, working environment problems, or crisis. Experienced in managing or responding to crisis intervention for sexual assaults.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

Physical Demands: Work is primarily sedentary, such as sitting comfortably. There may be some walking, standing, bending, and carrying of light items. No special physical effort or ability is required to perform the work.

Work Environment: The work area is adequately lighted, heated, and ventilated. The environment involves everyday risks or discomforts that require normal safety precautions.
