Air Force Special Operations Command Project Leader
Job Description
The Operational Innovation and Modernization Department (N153) partners with the Mobility Air Forces and Combat Air Forces and MITRE's Joint Staff and Combatant Command Division to inform warfighter requirements, modernization priorities, and new concepts. The department drives the rapid transformation of current and future USAF warfighter operations through rapid prototyping; digital engineering; mission analysis; innovative concept development, requirements development and application of enabling technologies; and operational and technical assessments through experimentation and field evaluations. With direct connections to warfighters, N153 informs technology innovation and capability analysis, as well as development and analysis of Concepts of Operation, mission threads, use cases, and operational requirements.
Roles and Responsibilities:
- Engage directly with AFSOC senior leadership to understand the Command's challenges and priorities, establish a trusted advisor relationship and gain sponsor agreement on AFSOC strategic outcomes.
- Team with the Operational Innovation and Modernization Department leadership to establish project priorities that are aligned with both AFSOC strategic priorities/outcomes and MITRE Air and Space Forces Center strategies
- Develop, shape, and execute a work program to focus on these priorities to deliver innovative solutions for significant sponsor impact
- Lead a diverse team of engineers in conducting early systems engineering by developing operational concepts, requirements, and enterprise approaches to identify gaps and related capability solutions (examples include, but are not limited to the following capabilities for operations in contested environments: alternate Beyond Line of Sight communications architectures; Position, Navigation and Timing resiliency solutions; employment of automated and autonomous capabilities; and resilient access and processing of alternative intel information sources )
- Provide project direction, ensure technical quality, plan resources and staffing, and mentor staff across a wide range of disciplines/technologies
- Ensure project activities, products and outcomes are shared across MITRE and look for partnership opportunities to pursue shared outcomes
Minimum Qualifications:
- Bachelor of Science in Engineering with a minimum of 10 years of related experience in one of following disciplines: Engineering, Operations Research, Math, Science; or 8 years related experience and a Master's degree; or a PhD with 5 years' experience;
- Technical background in one or more of the following disciplines: systems engineering, information operations, data and/or voice communications, sensors, intelligence systems, electronic warfare, dismounted operations, Air Force and Joint operations
- Three years prior technical management experience as a task or project lead
- Demonstrated ability to develop and foster trusted relationships with sponsors at a senior level to identify key technical problems and innovative approaches to solving those problems
- Strong interpersonal skills as well as strong verbal and written communication skills
- Track record of collaboration across multiple organizations
- Demonstrated ability to take risk and lead work with partial insights, and operate effectively autonomously
- Ability to lead a geographically distributed team to achieve impactful sponsor outcomes
- Possess an active Secret level security clearance with the ability to obtain and maintain a TS/SCI level security clearance
Preferred Qualifications:
- Domain background in one or more areas of special operations, military and joint operations, combatant commands and their operations, non-kinetic operations, command and control, information's operations, and other symmetric and asymmetric warfighting domains
- Proven ability to simultaneously lead a set of complex tasks/projects and dynamically adapt as needed
- M.S. in Electrical Engineering, Physics, Computer Science, Systems Engineering or equivalent
- Familiarity with Special Operations Forces (SOF) missions
- Experience using MITRE tools (such as Clarity, MVC, Project Pages) to plan and execute MITRE tasks
- Military experience in Air Force operational and/or tactical level operations
- TS/SCI Clearance
