JOB SUMMARY:
This position is responsible for directing, planning, developing and managing environmental programs and policies for Georgia Power's permitting and compliance activities for air programs, monitoring, and testing services. Additionally, this position represents the Company in influencing and negotiating environmental matters with regulatory agencies, environmental organizations, industry groups, co-owners, customers, other industries, and the public.
This position provides leadership and direction to the team responsible for environmental planning, permitting, monitoring, and testing, compliance program development, and preparation of legal defenses as it relates to all air related compliance and environmental activities. The regulatory programs include Title V and other air related permitting, providing monitoring expertise and testing services to ensure compliance, greenhouse gas regulations, new source review, among others.
JOB REQUIREMENTS: (Education, Experience, Knowledge, Skills )
An advanced degree is preferred for this position but not required. At a minimum a BS/BA degree with relevant experience is required. The incumbent must have a strong emphasis on safety, and a demonstrated record in managing groups with excellent safety performance. Comprehensive knowledge of state and federal environmental regulations, direct experience obtaining state and federally issued permits, direct experience working with leadership and technical staffs of regulatory agencies, and experience working with external advocacy groups. Expert knowledge in one to several of the desired areas could deem incumbent sufficiently qualified.
Comprehensive understanding of Power Generation, Transmission, Distribution and Construction of electric utility operations; related work experience in these areas is preferred.Must exhibit and require that team members follow Our Values, demonstrate performance management skills, hold others accountable for business results, and focus on developing diverse talent both within and outside the organization. Also, the incumbent should demonstrate good problem-solving skills, ability to troubleshoot complex problems, ability to lead an organization through change, and coordinate, plan, and budget for a large organization.
MAJOR JOB RESPONSIBILITIES:
- Manage reporting requirements of Title V permits and federal reporting requirements, Acid Rain Program and Cross State Air Pollution Rule reporting, and Toxics Release Inventory reporting.
- Manage compliance and policy programs related to obtaining required air related and Title V permits. This includes permit renewals and amendments and may include new generation permitting and other major or prevention of significant deterioration (PSD) permitting activities.
- Responsible for management and develop cost effective compliance strategies and programs for applicable regulations, such as the Mercury and Air Toxics Standards, the Cross State Air Pollution Rule, the Georgia Multipollutant Rule, and other regulations, including developing environmental guidelines, company communications, and training and provide specific guidance to power plants for compliance with air permit and other air regulatory requirements
- Drive strategy for Georgia Power with respect to all air regulations and influence favorable outcomes for our customers on rules such as the eventual replacement to the CPP/ACE rules, new ozone standard, new SSM requirements, among others.
- Work closely with the water and solid waste departments in dealing with cross-media issues whether it's fugitive dust in the CCR rule or additives for air compliance that end up impacting water treatment or waste streams.
- Manage the execution of emission testing programs ensuring Georgia Power and Southern Power receive quality, defensible data which meets or exceeds the State or Federal requirements. Provide quality testing support to any Southern Company affiliate on an as needed basis, for project support, vendor guarantees, or research applications.
- Drive monitoring strategy for the system and stay active in industry groups such as EPRI, SES and GEIC to share lessons learned and best practices.
- Manage and provide leadership to the monitoring and testing supervisor to ensure that adequate compliance tools and equipment are in place and maintained to comply with all applicable air regulations at Generation facilities.
- Ability to influence decisions and others to achieve results (peers, internal customers, external customers).
- Challenge and promote continual improvement to current team practices and processes through the use of innovative ideas
- Communicate clear expectations and provide timely and candid feedback; create and demonstrate team ownership and accountability.
- Be a credible and knowledgeable spokesperson on issues, products, and operations involving Environmental Affairs, Georgia Power and/or Southern Company in external settings.
