Job Summary:

Responsible for program management for a unique software suite of tools tailored to advanced multi-domain combat training, and which is extensible to data rich commercial applications. Program management role includes software development, deployment and sustainment, which inherently includes unique customer requirement decomposition, design, validation and verification, system integration, test and evaluation, configuration management and continuous improvement. This position will also support capture activities which include identification, development and proposing emerging and follow-on business opportunities. Program management activities will span finance, production, organization, and resource management, plus the manager must successfully engage with 4th and 5th Generation aircraft markets, multi-domain environments, international and domestic industry, all levels of U.S. and international defense acquisition offices, plus research and development organizations. Projects and captures generally have an individual value of $1M - $5M, and multiple projects must be managed in parallel. This position will typically work under limited supervision and direction. Incumbents of this position will regularly exercise discretionary and substantial decision-making authority. This position requires domestic and international travel.

Essential Duties and Responsibilities:

  • Manages programs and capture activities in accordance with U.S. Federal Acquisition Regulations & Cost Accounting Standards, plus Cubic Corporation and Cubic Defense policies, procedures and department instructions.
  • Performs program financial, contract, licensing, and subcontract management to ensure financial goals are met.
  • Leads program execution to meet technical performance within cost and schedule while planning and integrating cross-functional and matrix teams to achieve business aims.
  • Supports proposals for new business; reviews and approves proposed technical approach, feasibility and proposed solutions with proposal teams.
  • Utilizes Agile and Earned Value Management in engineering, operations (procurement, subcontracting, and manufacturing), system integration and test, quality assurance, configuration management, logistics, contract administration, risk management and standard business practices within the portfolio.
  • Uses proven understanding of U.S Department of Defense, USAF and Navy training systems acquisition and requirement generation organizations and stakeholders, emerging requirements, combat and technology capabilities, and combined force operations and training - to achieve business objectives.

Minimum Job Requirements:

Four-year college degree, or equivalent, plus a minimum of 8 years of related technical or engineering experience with software development, testing, fielding and sustainment, including five years of software engineering project management, program management or other supervisory responsibility. Proficiency in Microsoft Office tools (Word, Excel, Power Point) and ability to lead cross-functional program teams is required. Effective verbal, written, presentation and negotiation skills (with customers, subcontractors, and vendors) is required. Requires knowledge of government procurement, contracting, and standards and specifications related to software products and engineering. Project Management Professional (PMP) certification is desirable. Experience with fighter aircraft programs and/or aircraft and system program offices is highly desirable. Must have, or be able to obtain a U.S. security clearance.

Additional Information

(California only***) Targeted full-time salary range between $163,340 - $191,003 + benefits.
