Background:

The World Bank Accountability Mechanism (AM) is an independent complaints mechanism for people and communities who believe that they have been, or are likely to be, harmed by a World Bank-funded project.

The AM is headed by the Accountability Mechanism Secretary (AMS), supported by the Accountability Mechanism Secretariat (AMSEC). The AM comprises two constituent parts, the Inspection Panel (Panel), which receives Requests for Inspection from project-affected communities and conducts independent compliance reviews, and the Dispute Resolution Service (DRS), which facilitates a voluntary and independent dispute resolution option for Requesters and borrowers in the context of Inspection Panel Requests for Inspection.

The Analyst (GE) provides comprehensive research, drafting, case file preparation and other support to the DRS. The Analyst reports to the Accountability Mechanism Secretary (AMS) and works under the daily guidance of the Head of Operations, Dispute Resolution (HODR). DRS Analysts support the work of Dispute Resolution officers and dispute resolution field teams as assigned.

The AM invites qualified candidates to apply for its two (2) Analyst positions.

Key responsibilities include:
• Routinely gather and monitor information from inside (World Bank Group) and outside sources (including media, NGOs, and Borrowers) on projects, current events, activities, research, articles and analysis on issues related to DRS activities.
• Conduct in-depth research and draft briefs related to eligible cases including information retrieved from accessible internal and external sources, summary information on the request/complaint, detailed information regarding the parties to the request, contextual analysis including local, cultural and other conditions relating to the case.
• Support DR Officers with case related activities, which may include communicating with parties engaged in a DR process.
• Upload case information in case files and the Case Management System (CMS) and ensure all relevant and important case points are recorded on the CMS, including correspondence, call and meeting notes, documents, and reports.
• Provide logistical support and substantive input to DRS staff in the management of cases, including the preparation for field trips, conference calls, presentations; Participate in DRS missions as required.
• Provide general support to the Head of Operations in the ongoing operationalization and strengthening of the Dispute Resolution Service.
• Attend and document internal and external meetings as required.
• Support the work of the Accountability Mechanism Secretary, including through preparation of travel files or meeting briefs.

Selection Criteria

Master's degree and at least 2 years of practical experience in the dispute resolution or related field, as a researcher, dispute resolution practitioner, lawyer or otherwise.

Professional interest in community-level development and social and environmental issues; Experience of working with local communities in the developing world desirable.

In depth experience working in an international environment and ability to understand and bridge complex geopolitical and cultural differences.

Comfortable working, individually and as part of a team, in a pressured environment with issues of ethics and integrity at forefront of work.

Strong organizational and research skills.

A team player with a demonstrated ability to work in a multicultural environment and to build and maintain effective relationships with colleagues and a wide range of external parties.

Proven capacity for being an independent thinker and self-starter, with ability to show initiative yet comfortable with following instructions.

Problem solver and results oriented.

Excellent English communication skills, both written and oral an absolute requirement; This may be tested during recruitment.

Additional language skill is desirable (e.g., French, Spanish, Arabic, Portuguese, Swahili or any other language relevant the work of the Accountability Mechanism)

Flexibility with working hours and willingness to work extended hours at short notice; Willingness to travel.

Competencies:
• Demonstrates basic understanding of policy issues and priorities of client and other key stakeholders.
• Basic knowledge of World Bank Group organizational structure and its goals (IBRD, IDA, IFC, MIGA, and ICSID).
• Conducts information/ data research under senior staff guidance.
• Delivers information effectively in support of team or workgroup.
• Excellent writing ability.
• Demonstrates ability to contribute to the organization and preparation of high-level events (i.e., materials and logistics).
• Drafts concise and quality meeting minutes or other records of proceedings.
• Ability to carry out data collection and analysis on relevant design and implementation issues including good practices and lessons learned.
• Ability to provide inputs to TTLs and other team members.
• Analyzes-under senior staff guidance-relevant issues, good practices, and lessons learned.
