The Development Finance Vice-Presidency (DFi) is responsible forthe management and monitoring of policies, procedures, and resources for theWorld Bank's development financing vehicles. DFi sets the policy framework forthe World Bank Group's development finance by engaging in strategic resourcemobilization, playing an intermediation role to help align the needs ofrecipients, WBG institutional priorities, and priorities of funding partners,through a variety of funding instruments. These include the InternationalDevelopment Association (IDA), the World Bank's fund for the poorest, theInternational Bank for Reconstruction and Development (IBRD), and Trust Funds,including Financial Intermediary Funds (FIFs).

Given the nature and variety of this portfolio, DFi works closelywith the President's office, Executive Directors, WBG senior management,corporate and operations units across the WBG, funding partners and governmentofficials. The WBG strategy and the Forward Look exercise present anopportunity to further strengthen the Bank Group approach to developmentfinance. As such, DFi is structured to provide the institution with a more integratedapproach to financing, financial policy, and strategic fundraising across IDA,IBRD, and Bank/IFC trust funds and partnerships.

Within DFi, Development Finance Trust Funds and Partner Relations(DFTPR) Department is at the forefront of the Bank's engagement in Trust Funds,FIFs and Partnerships. The Department is responsible for managing andadministering the Bank's US$55 billion portfolio of Trust Funds and FIFs,designing and establishing new, multi-donor partnership initiatives underpinnedby Trust Funds and FIFs, and setting the policy and procedural framework forTrust Funds, FIFs and Partnerships in a manner they complement IDA and IBRD.

DFTPR is seeking an Analyst to join its Trust Fund Policy andPartner Relations unit (TFPPR), supporting the Knowledge Management andLearning (KML) team. The incumbent will report to the TFPPR Manager and workunder the day-to-day guidance of the KML Custer Leader, who will also behis/her co-supervisor. He/she will be responsible for the tasks and dutiesdescribed in the next section.

Duties and Accountabilities

- Support the planning, organization, and delivery of training and events, for internal and external audiences, including Trust Fund Academies, Umbrella Program Manager network events, Trust Fund clinics and community meetings, and the Donor Forum.

- Support the learning needs of current and new DFi staff through 'DFi Learns' events and onboarding programs.

- Ensure that the One-Stop-Shop, a multi-tiered web-based support platform for operations staff, remains up to date, implementing changes to reflect evolving best practices.

- Keep abreast of the latest developments in TF policies, procedures and guidance to ensure that KML content and assets are updated as necessary.

- Address queries received from the TF helpdesk, "AskTF", with guidance from relevant subject matter experts when needed. Draft responses to client questions that are already documented in TF Policy and Procedure documents.

- Support the dissemination of knowledge to stakeholders via yammer, newsletters, briefs, videos, presentations, etc.

- Develop and implement robust KPIs to measure the scope and impact of our KML initiatives, analyzing them to inform updates to the KML strategy.

- Undertake select automation activities to improve the efficiency of existing KML processes.

- Strengthen mechanisms for knowledge capture from UPs on topics of interest (Results, Communication and Visibility Plans, Reporting, etc.) to inform future guidance and support knowledge-sharing.

- Assist with the preparation of power point presentations, briefing notes and other reports for Senior Management and other internal and external clients.

Selection Criteria

* Advanced degree in economics, public policy, international affairs, communications, business, or other related fields, and minimum 2 years of relevant experience; or comparable combined education and experience.

* Demonstrated work experience in the Knowledge field with solid understanding of knowledge management to develop and drive key phases and aspects of knowledge management related projects, from inception through completion.

* Good understanding of knowledge users and Bank operations to support stakeholders in the effective use of information and knowledge systems, processes, tools, and materials.

* Ability to apply KM skills to i) identify and capture standard information and knowledge in assigned and prioritized areas; and ii) determine, collate, and process user and area needs, perspectives, perceptions, and satisfaction levels to DFTPR management team through the use of standardized assessments.

* Strong knowledge of the frontiers in knowledge management including website design and maintenance, latest tools, technologies, innovations, and resources.

* Demonstrated broad understanding of the design of learning. Has the ability to effect change, promotes awareness, and advocate for effective design practices in learning.

* Familiarity with Bank trust fund policies, procedures and practices.

* Knowledge of ongoing trust fund reforms and how these are expected to add value to work of Bank operational units.

* Ability to solve complex operational problems, and willingness to reach out to others to help find practical solutions to challenging operational issues.

* Demonstrated ability to work across organizational boundaries with corporate units and operational units, and strong integrator skills.

* Excellent written and verbal communication skills with demonstrated ability to think strategically and synthesize complex issues.

* Proven ability and flexibility to multitask, meet deadlines, provide quality outputs, and attend to details while maintaining an overview of the Trust Fund business. Must be able to anticipate and react promptly to competing demands.

* Demonstrated maturity and sound judgment.
