The World Bank Group (WBG) sees the closing of key gaps between men and women, and expansion of voice/agency for women and girls as critical to its goals of eliminating poverty and boosting shared prosperity. The WBG has made large strides in addressing these issues over the past 20 years and has committed to an ambitious corporate push on new targets and strategic frontiers, and the new WBG gender strategy commits Regions and Global Practices to draw on strong, evidence-based gender analysis to inform policy and program priorities. The WBG seeks stronger and better-resourced efforts to address gender inequalities in human development, access to good jobs and control over productive assets, and services that meet the needs of both women and men, especially the poorest, and focus also on areas that could have transformational impacts.

The Gender Group Global Theme aims to inspire and drive results across the World Bank Group. The Group facilitates the flow of global knowledge on what works to close gender gaps. This includes in tested solutions to close gender gaps, through supporting cross-cutting operational approaches to development challenges, improving the evidence base for results, engaging in knowledge generation and capture, training and learning, monitoring corporate commitments and scaling up partnerships with public and private sector stakeholders for reach, relevance, and effectiveness of results.

The Gender Group works across all Global Practices, Regions, and other Themes to leverage the full breadth of available expertise in the implementation of the WBG's gender strategy, and to help the institution achieve its corporate targets and goals. A central function of the Gender Group is knowledge curation, generation, capture and dissemination. Increasingly this includes a focus on support upstream to inspire and support Bank-wide engagement for impact at the country and regional level.

Update to the Gender Strategy

The update to the World Bank Group (WBG) Gender Strategy will pursue a transformative approach to the advancement of gender equality and empowerment, in a manner that is intersectional and that contributes to multiple development outcomes including to end extreme poverty and promote shared prosperity in a sustainable way.

Building on the current WBG Gender Strategy (2016-2023), the update will promote solutions to address persistent challenges such as women's economic empowerment and leadership, and to advance gender equality and empowerment amid challenging contexts such as fragility. Solutions will include a stronger emphasis on institutions, including formal institutions, institutional capacity, and social norms.

Considering both the intrinsic and instrumental value of gender equality and empowerment, the update will explore solutions to drive change across different country contexts and populations, accounting for intersectionality and gender identity. Furthermore, drawing on global knowledge, the update will advance gender-smart approaches toward green, resilient and inclusive development and amid fragility, conflict, crises and uncertainty. The update will leverage new research, data, evidence and opportunities (such as digital development) toward developing scalable and effective solutions toward gender equality and empowerment.

The update will be delivered in early 2024, informed by broad engagement with internal and external stakeholders, including government representatives, civil society, development partners, and the private sector during 2023.

The Gender Group is looking for an Analyst to support the core strategy team in the preparation and launch of the updated WBG Gender Strategy.

Duties and Accountabilities:

The scope of work will include the following:

Preparing background documents on gender issues as relevant to economic development and the WBG mission.

• Prepare synthesis reports based on the relevant literature on gender and development.

• Preparation of presentations for management, internal, and external stakeholders, highlighting elements of the Gender Strategy Update.

• Prepare background documents for internal and external consultations/engagement.

• Formulate and produce knowledge products (blogs/other briefs) including best practice documents highlighting results stories from WBG operations across regions.

Support content team responsible for drafting the updated Gender Strategy

Preparing inputs for the drafting of the gender strategy update, including specific content, references.

• Summarizing inputs received from internal and external consultations

Manage processes for Thematic Policy Notes

• Manage the review, editing and design for the series of approximately 20 Thematic Policy Notes being prepared for the WBG Gender Strategy.

Coordination and organization of internal meetings and consultations as part of the Engagement Plan of the Gender Strategy Update

• Provide coordination support as part of a small and highly effective team working on the Gender Strategy Update. The team will engage with different units at the World Bank and different colleagues within the Gender Group.

• Track and facilitate the publication process of written products related to the gender strategy update, including thematic policy notes, blog posts, etc.

• Support internal communications and messaging related to the Gender Strategy Update

Support outreach and dissemination for the updated Gender Strategy

• In close collaboration with the WBG gender team and external affairs teams, support the launch and dissemination of the Strategy, which will begin in early 2024

• Prepare events, blogs, web content and other dissemination

CONTRACT PERIOD and REPORTING RESPONSIBILITIES

This assignment will be for a period of 3 months, with renewal upon strong performance extending to a full year contract. The selected candidate will report to Laura Rawlings (Lead Economist, Gender Group, TTL).

Selection Criteria

• Master's degree in social sciences with a minimum of 4 years of relevant experience.• Knowledge of gender issues at the global level, with specific knowledge of these issues in more than one region preferred.• Demonstrated ability to independently review research and create compelling content in different formats. Experience using quantitative and/or qualitative analytical software is preferred. • Strong organizational skills and teamwork ability, including working under tight deadlines.• Attention to detail.• Excellent writing and verbal skills in English. • Advanced proficiency in Microsoft Windows applications, namely Excel, Word and Power Point. • Attention to detail and excellent writing and verbal skills in English. Knowledge of other World Bank languages is considered a plus.
