VPU Context:
The Corporate Secretariat (SEC) of the World Bank Group supports the Board of Governors and the Executive Directors of IBRD, IDA, IFC and MIGA in executing their fiduciary and governance responsibilities. SEC therefore is unique in working across all the World Bank Group institutions (IBRD, IDA, IFC, MIGA, and ICSID) and serves as the key interlocutor between the Board of Governors, the Executive Directors, the President and Senior Management, operational management, and staff. SEC's primary purpose is to facilitate effective, efficient, and strategically focused interactions between the Board and Management to achieve the World Bank Group's overall mission of poverty reduction.
The Corporate Affairs and Administration Department (SECCA) leads shareholder relations, elections, voting and membership for all WBG institutions, and the implementation of the IBRD and IFC general and selective capital increases. It manages all communications with Governors as well as all governance, policy, and administration aspects of Board Officials, including appointments and terminations, and the Joint Bank/Fund Committee on Remuneration of EDs and Alternates. SECCA also leads the organization of the WBG Spring and Annual Meetings, the Board's records and information services, the Board's knowledge, learning and onboarding programs and the Voice Secondment Program, and oversees, in cooperation with the Information Technology Services team, Board systems modernization and delivery of technology services to EDs' offices.
The Board's Governance, Policy and Administration (GPA) Team leads in the management of administrative matters such as appointment and terminations, travel management, visas, diplomatic matters, salaries, and implementation of policies related to the HR management of 300 Board Officials and staff.
Duties and Accountabilities:
Accountabilities may include but not be limited to the following. Other ad-hoc responsibilities may be added by the GPA Team Leader or SECCA Director as needed.
Key role in onboarding incoming and outgoing Board Officials:
• Implement and monitor all the steps required for flow of incoming and outgoing Board Officials per specific political arrangements between countries of the constituency and monitor Peoplesoft to ensure related steps have been taken.
• Meet and brief Board officials on their onboarding or termination and walk them through all the steps as well as providing guidance and support throughout the process.
• Communicate with other Bank units (HR, Legal, GSD) to finalize the entry on duty of Board Officials.
• Diplomatic Matters / State Department: Provide advice to clients in EDs' offices and guidance on diplomatic procedures; follow up and resolve issues with the State Department. Mentor colleagues on such procedures.
• Track and manage home country travel for Board Officials.
• Understand and be able to answer general questions on Conflict of Interest.
• Continuously coordinate with EDs' offices to ensure that all information on Board Officials available in the Board Interactive Profiles (BIP) system is up to date.
Provide effective GPA team workflow support, quality assurance and research:
• Support processing general salary increases. Support the update of salaries and salary increases for Board officials in close coordination with HR.
• Maintain salary and staffing tables and the updating of staffing chart.
• Respond to requests from management, internal and external partners to provide research and analysis of Board related matters, using current and historical data. This includes, among other topics, Board composition, staffing patterns, analysis, estimates and projections on budget issues.
• Using existing data, prepare simulation of various situations to inform policy making.
• Compile and present data for Policy documents; liaise with HR and IMF counterparts on the preparation of background reports for the Joint Committee on the Remuneration of Executive Directors and Alternates
Contribute to Committee and Board Work Program:
• Understand and speak to policies that underpin the GPA team's work.
• Contribute per Senior Policy Officer requests to various documents of the Committee on Governance and Executive Directors' Administrative Matters (COGAM).
• Act as back up for quantitative data and analysis for the quarterly transaction reports distributed to COGAM.
Key Contributor to technological tools:
• Work closely in the development or upgrade of technological tools to improve workflow efficiency.
• Prepare training materials for meetings with Board officials on GPA business including appointments and terminations, how to use systems, travel guidance, travel card and more.
• Board Interactive Profiles: System designed to maintain a complete interactive chronological record of all Board officials; from the moment they get nominated to the day they relinquish their duties.
• ED Travel System: Understand the rules and process for official travel of EDs from the initial request to the submission to the Board for approval.
Selection Criteria
• Must have a Batchelor's or Master's degree with five years' experience or equivalent combination of education and experience.
• Experience working on data management platforms.
• Strong understanding of governance of the WBG Executive Boards.
• Demonstrated ability to engage on a range of issues with Executive Director offices, including advice on the process of appointments and terminations.
• Excellent oral, written, and analytical skills, including the ability to represent and synthesize ideas in a clear and concise format, both in writing and verbally.
• Attention to detail and ability to prioritize and deliver assignments on schedule.
• Proven experience in research and analysis of data with the ability to share the information succinctly.
• Track record of producing draft reports.
• Strong interpersonal skills, ability to interact effectively with clients and colleagues, at all levels with discretion and tact.
• Willingness to juggle a myriad of requests flexibly.
• Working knowledge of more than one language is a plus.
• Advanced excel proficient.
