General Summary:

The Analyst IV - Policy and Strategic Initiatives at Dallas Area Rapid Transit (DART) will play an essential role in evaluating the existing policies that govern our organization. Working closely with the Strategic Initiatives & Policy team, this role is responsible for reviewing existing polices, evaluating whether the policies are still in line with our goals, recommending improvements, and identifying areas where new polices or procedures are needed. The Analyst IV - Policy and Strategic Initiatives will also collaborate with the Enterprise Strategy and CX and Strategic Innovation & Performance Monitoring teams as required to assist with project management of various strategic initiatives and for any policy related issues. This position will report to the AVP of Strategic Initiatives and Policy.

Essential Duties and Responsibilities:

  • Evaluate existing policies and understand legal considerations related to policy development.
  • Conduct research and analysis to support the development and updating of DART policies.
  • Analyze data to evaluate the impact and alignment of policies with DART's strategic goals and objectives, identify any benefits, disadvantages and gaps in existing policy frameworks.
  • Consult with internal and external stakeholders to ensure inclusion of relevant factors and facilitate discussions across departments and with executive leaders on related policy topics.
  • Lead projects from requirements definition through deployment, identifying schedules, scopes, budget estimations, and implementation plans, including risk mitigation.
  • Assist in developing a range of high-quality written materials, including policy reports and policy memos. Draft new policies or amendments to policies and submit proposals for review. Edit and finalize new policies or amendments as required.
  • Develop and implement systems for tracking the effectiveness of policies and projects.
  • Work collaboratively with the AVPs of Strategic Initiatives and Enterprise Strategy & CX to ensure cohesive execution of 10-Year Strategic Plan and other enterprise initiatives, as needed.
  • Performs other related duties as assigned.

Minimum Knowledge, Skills, and Abilities Required:

Note : An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor's degree from an accredited college or university in Business, Marketing, Information Technology, Public Administration, Public Policy or related field.
  • Four (4) years of progressively responsible experience in policy review, evaluation, and development, to include (2) years' experience in project management.
  • Pass a physical (medical) examination that includes a drug screen to operate DART non-revenue vehicles.
  • Proficiency of PC software applications to include Microsoft Office or other related software applications.
  • Demonstrated proficiency in identifying oversights and gaps in existing policy structures.
  • Knowledge of budget development/analysis, and operational cost factors.
  • Excellent attention to detail, organizational, and time management skills.
  • Predominantly office-based with occasional site visits for project monitoring.
  • Analytical, research and creative skills to find solutions to complex interpersonal, technical, and administrative problems.
  • Ability to participate in meetings and workshops within and outside of DART facilities.
  • Ability to interpret complex data and regulatory requirements.
  • Ability to communicate a compelling and inspired vision or sense of core purpose; makes the vision sharable by everyone.
  • Ability to maneuver through complex political situations effectively and quietly, sensitive to how people and organization's function.
  • Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Working Conditions:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
