GENERAL FUNCTION:

In general, work involves checking/matching/researching data and verifying accuracy of municipal/corporate underwriting deal documents in order to process, record, balance, and/or reconcile transactions, data and/or input/output in accordance with established internal guidelines, procedures and practices. Much of the work is executed on-line.

Responsible and accountable for risk by openly exchanging ideas and opinions, elevating concerns, and personally following policies and procedures as defined. Accountable for always doing the right thing for customers and colleagues, and ensures that actions and behaviors drive a positive customer experience. While operating within the Bank's risk appetite, achieves results by consistently identifying, assessing, managing, monitoring, and reporting risks of all types.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Create and maintain a complex system of records, files and other materials, including, computer records and files short and long-term records storage, retrieval, and retention systems.

  • Development and management of bond issue documentation.
  • Coordinates business process for assigned service area.
  • Develops compliance files and records, paperwork processing.
  • Deal Coordinator: Maintain deal files that results in a complete and evident audit trail; prepares comprehensive and accurate documentation of transactions and adjustments; maintains files in a timely and complete manner and ensures that all documentation is filed appropriately and is accessible as required:
  • Create and distribute Schedule and Distribution lists; Request Approval forms,
  • Request OMAC reports and CUSIPS prior to pricing and distribute to appropriate parties. Order revised CUSIPS after pricing, if necessary.
  • Provide pricing documents timely to i-Deal, Bloomberg, Security Master, Accounting, MSRB, etc.


  • Closings: Create and distribute closing Letters; send closing reminders, moderate closing with DTC & Paying agent after confirming wire has been received.
  • Official Statement (if applicable) submission to EMMA/MSRB after pricing; including Advance Refunding documentation within specific timelines.
  • Create Final Pricing books: print and bind all final deal documents, bind and deliver to issuer.
  • Reconcile all cost of issuance with issuer (as requested); submit preliminary and final costs with copies of all invoices
  • Invoice Processing: Document in deal forms invoice final costs; add GL & CC information on invoices, enter into Main Frame accounting system, forward invoices for approval, copy to deal files.
  • Reconcile with Accounting Department outstanding invoices for each deal
  • Assist Public Finance Bankers in promoting and generating new business.
  • Conference/Booth Display: Arrange and coordinate the booth reservation/set up at various conferences throughout the state (i.e. GFOA/MSBO/MASA/MASB).
  • Ads to local newspapers for bond sales; coordinate with marketing and legal departments for approval, coordinate with newspapers for submission timelines and payment options.
  • Ad material for sponsorship materials; coordinate with sponsors ad materials for brochures and signage.

  • Order office supplies.

  • Process check requests as needed.
  • Maintain confidentiality.
  • Proposal Preparation: As requested by a Banker or Analyst, prepare written presentations, and/or PowerPoint presentations.


SUPERVISORY RESPONSIBILITIES: None.

MINIMUM KNOWLEDGE & SKILLS REQUIRED:
  • Basic knowledge of Public Finance principles and practices preferred
  • Good clerical and accounting skills, including filing, typing, computer and basic office equipment use
