Summary

The Intelligence Community (IC) Chief Information Office (CIO) is responsible for advancing the Intelligence Community's mission by driving secure collaboration, integration, and information sharing; identifying and addressing information enterprise risks; and providing strategic leadership and oversight of the IC's enterprise architecture and enterprise information technology.

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements:

Superior leadership skills.

Superior problem solving and troubleshooting skills in a technical context.

Expert understanding of technology trends and the practical application of existing, new and emerging technologies.

Expert knowledge of IT standards and controls.

Expert understanding of information principles and processes.

Expert understanding of network and security architecture.

Expert academic background/professional knowledge of theories, concepts, principles, and methodologies of an engineering or technology architectural discipline sufficient to prepare, provide, and evaluate conventional plans, designs, design specifications, and related documentation.

Expert program management, analytic, and critical thinking skills, including the ability to conduct program and management assessments, identify needs and requirements, and develop non-linear process improvement recommendations for implementation across the Intelligence Community.

Superior facilitation and negotiation skills, including the ability to prepare unbiased system assessments, recommendations, and plans when analytic views differ among organizations.

Superior oral and written communication skills, including an expert ability to lead, plan, and direct major acquisition programs and communicate effectively with people at all levels and from different organization cultures.

Expert organizational and interpersonal skills and a superior ability to plan and lead negotiations, consensus building, and effective teams/collaborative environments.

Superior ability to lead the development of consensus recommendations and to solicit input from colleagues and peers; proven ability to remain open-minded and change opinions on the basis of new information and requirements.

5 years of experience measuring a design and/or architecture's effectiveness in enabling delivery of capabilities.

5 years of experience integrating users feedback into product development lifecycle.

5 years of experience cleaning and transforming data sets.

Education

Bachelor's degree.

Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview.

Salary Determination:

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
