Summary
The Assistant Director for Defendant Engagement and System Support (DESS) exercises executive authority to fulfill PSA's mandates related to defendant assessment and supervision.
Selectee will be required to file an Executive Branch Personnel Financial Disclosure Report (OGE-278) within 30 days of appointment and annually thereafter.

Telework: PSA supports the use of telework to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework based on supervisory approval and in accordance with the Agency's telework policy.
Virtual Position: This position is NOT eligible for remote work.
Qualifications
Your application should demonstrate that you possess the knowledge, skills and abilities to successfully fulfill responsibilities inherent in SES position such as:
- Leading the work of an organizational unit;
- Ensuring the success of one or more specific major programs or projects;
- Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance;
- Supervising the work of employees, developing policy and other executive functions.
To meet the minimum qualification requirement for this position, your application must show evidence that you possess the five (5) Executive Core Qualifications and Professional/Technical Qualifications, listed below.
If your experience does not include these basic qualifications, you will not be determined qualified for this position.
Professional/Technical Qualifications:
1.Skill in management of criminal justice, law enforcement, court-related or comparable programs, including integration of strategic planning, program evaluation, budget administration, human resource management and technology management with program operations.
2. Demonstrated skill in written and verbal communication with a variety of audiences and demonstrated ability to interpret complex program policy and technical information to a variety of audiences.
3. Comprehensive managerial experience and leadership skills and demonstrated ability to manage and motivate a diverse staff of professional and administrative personnel; establish and enforce expected performance levels to ensure alignment with Agency's strategic objectives; and create a work environment that encourages innovation and creative thinking.
Mandatory Executive Core Qualifications:
Executive Core Qualifications (ECQs):
ECQ 1, Leading Change: This core qualification measures the ability to bring about strategic change, within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2, Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3, Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results, by applying technical knowledge, analyzing problems and calculating risks.
ECQ 4, Business Acumen: This core qualification involves the ability to acquire and manage human, financial and information resources strategically.
ECQ 5, Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
**If you are a current or former SES member OR a graduate of the Office of Personnel Management (OPM) approved SES Candidate Development Program (CDP) and your ECQs have been certified by OPM's Qualification Review Board (QRB), you are only required to provide a narrative to the Professional/Technical Qualification listed in the vacancy announcement. Also, current or former SES members must include with your application a copy of your most recent SF-50, Notification of Personnel Action, verifying your appointment to SES. CDP graduates must include a copy of your OPM CDP graduation certificate.
Non-SES members must submit a narrative for each of the Professional/Technical Qualifications and the 5 Executive Core Qualifications.
