The Department of Public Works, Business Relations and Contracts Division, is seeking an experienced consultant at the Assistant Project Manager level to provide consultant support and enforcement services for the Countywide Community Workforce Agreement (CWA), the Countywide Local and Targeted Worker Hiring Policy (LTWHP), and Public Works’ Labor Compliance Program (LCP).

Candidates are required to have 1 to 2 years of similar or related experience in providing the services listed below.  

The consultant will work closely with the County’s representative to implement, administer, and manage the CWA, LTWHP, and LCP. The scope of services of the consultant includes, but is not limited to, the following:

  1. Assist in the implementation, administration, and management of the CWA, LTWHP, and LCP, including interpretations and development of policies, procedures, provisions, templates, instruction manuals, and notices;
  2. Work with the County representative to discuss, develop solutions, and resolve issues of concern related to CWA, LTWHP, and LCP;
  3. Perform research pertaining to LCP and the enforcement of prevailing wage rates.
  4. Monitor, track, and analyze compliance to ensure construction contractors of every tier comply with the terms and provisions of the CWA, LTWHP, State Labor Codes, and Federal Regulations;
  5. Track upcoming changes and recent updates to State and Federal prevailing wage regulations affecting the County and its construction projects;
  6. Identify the applicability of State and Federal prevailing wage requirements and provide State and Federal prevailing wage rates for inclusion on contract solicitation documents.
  7. Investigate, audit, and resolve all potential violations of LCP-related requirements;
  8. Make recommendations to the County’s representative regarding enforcement measures to ensure the construction contractors of every tier comply with the general conditions of the construction contract, CWA, LTWHP, and all LCP-related requirements;
  9. Educate contractors, unions, and owner representatives about CWA, LTWHP, and LCP requirements and the use of best practices to ensure compliance. This includes conducting training classes, presentations, pre-bid and pre-construction meetings, pre-job conferences, and daily support to project staff, contractors, and union representatives;
  10. Produce materials and presentations for use at educational meetings;
  11. Provide labor relations support to the creation and implementation of any work and economic development programs related to the CWA and LTWHP;
  12. Provide monthly and quarterly CWA, LTWHP, and LCP status reports, including ad hoc reports;
  13. Visit construction sites to monitor compliance with CWA, LTWHP, and LCP requirements and maintain files and electronic databases accordingly;
  14. Facilitate community outreach efforts to assist the County in meeting construction project hiring goals specified by the County of Los Angeles Board of Supervisors, the CWA, and the LTWHP;
  15. Assist with any inquiries related to Labor Compliance issues and questions from the Department of Industrial Relations, State Labor Commissioner, and various other stakeholders (County Staff, Contractors, Construction Workers, and Unions);
  16. Coordinate with Contractors, Unions, Trust Funds, Legal Counsel, and other Departments to expedite resolutions to non-compliance of CWA, LTWHP, and LCP;
  17. Coordinate construction contractor to promote the use of certified Local Small Business Enterprises, Disabled Veteran Business Enterprises and Social Enterprises, Community Business Enterprises, and Community Business Organizations on County construction projects.

Element offers a competitive and comprehensive benefits package. Salary dependent on education and experience. Salary range: $110K-$130K
