Summary
You will service as Assistant/Associate Attorney at Office of Naval Research (ONR) Arlington, VA.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
ONR is an Echelon I command that has been a pioneer in the public support of science and technology (S&T) research benefitting both the naval services and the nation. Led by the Chief of Naval Research, its senior leadership oversees a portfolio of investments ranging from immediate, quick-turnaround technologies to long term basic research. ONR's investments in the earliest computers to spearheading seminal research in deep sea exploration to cultivating groundbreaking efforts in solid-state electronics and countless other innovations have been shaping the Navy and Marine Corps - and the world around us - for seven decades and counting. ONR is located in the Ballston area of Arlington, Virginia.
ONR compensation falls under a Personnel Management Demonstration Project. The Project uses Career Levels (aka pay bands) for pay setting. The position has a full performance level in the GS-15 range of the NO-V pay band and will be filled at the NO-III/IV/V (GS-13/14/15 equivalent) level depending on the qualifications of the successful applicant. To be eligible for selection at the GS-13 level, the applicant must have excess of two years of professional relevant legal experience in any of the OGC practice areas. To be eligible for selection at the GS-14 equivalent level, the successful candidate must demonstrate a minimum of three and one-half years of recent, substantial, and relevant professional legal experience. To be eligible for selection at the GS-15 equivalent level, the applicant must have at least five and one-half years of recent, substantial, and relevant professional legal experience.
Applicants will be evaluated on: 1) the depth, breadth, and quality of relevant and recent legal practice experience in federal procurement law, with an emphasis on FAR-based contracting and assistance award law;; 2) depth, breadth, and quality of experience in the other legal practice areas identified above; 3) oral communication and interpersonal skills; 4) analytical, research and writing skills; 5) ability to work effectively and establish relationships with clients and to work independently or as part of a team. Experience in defense procurement law and with the DoD Grants and Agreement Regulations (DoDGARs), FOIA, Privacy Act, and investigative matters is highly desired. Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or Law Firm/Office beyond the day-to-day legal practice are desired.
The successful applicant must have graduated from a law school accredited by the American Bar Association; be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. Territory, or the District of Columbia; and be admitted to practice before a state or federal court. U.S. Citizenship is a requirement of the position, and the successful applicant must be able to obtain and maintain a SECRET level security clearance. Occasionally travel may be required.
Education
The successful applicant must have graduated from a law school accredited by the American Bar Association.

There is no formal rating system for applying veterans' preference to attorney appointments in the excepted service; however, the Department of the Navy Office of the General Counsel considers veterans' preference eligibility a positive factor for attorney hiring.
