We are looking for an experienced professional to lead the business analysis function within the Systems & Technology team within the Human Services division. This person will develop and implement the business analysis strategy and processes as part of Mathematica's Development Lifecycle (MDLC). They will manage a team of analysts responsible for requirements and documentation of systems and software used by external clients and internal staff.

Responsibilities:

  • Oversees performance and work on projects for function independently with moderate guidance from director
  • Provides innovative thought leadership around Mathematica's solutions strategy and approach, including staying up-to-date commercially available software and best practices applicable to Mathematica's offerings
  • Develops and implements business analysis processes that result in the identification of technology solutions that are competitive in the marketplace, and cost-effective for Mathematica and our clients
  • Directs and oversees the creation of business analysis documentation including use cases, usage scenarios, process flows, data dictionaries, requirements traceability matrices, and design documents
  • Guides, influences, and persuades others internally and/or externally
  • Acts as the lead liaison with other departments to identify business system needs, propose existing solutions to meet those needs, and partner internally and externally to address any gaps identified
  • Utilizes best practices in leading organizational change management activities as new applications and services are implemented
  • Along with the lead of the Core Systems team in S&T, leads the implementation of standardized development lifecycle processes. Partner closely with the Core Systems team to ensure the on-time, on-budget delivery of client projects
  • Establishes strong processes and relationships with Area Directors in order to ensure S&T is contributing to the proposal process for technology solutions and thought leadership
  • Maintains strong working relationships across all technology and business groups and proactively collaborates with others to solve problems outside of their own area
  • Works with HS S&T security team to ensure security requirements and test cases are included as part of our processes
  • Contributes to project budget preparation
  • Supervises business analysts' supervisors and senior staff
  • Manages a team of analysts responsible for the analysis and testing of new system development and existing system improvement
  • Provides guidance, thought leadership, and mentorship to business analysts to implement technology that helps Mathematica meet and exceed client expectations
  • Allocates analysis team resources and monitors deliverables to ensure client needs are met successfully and in a timely fashion
  • Serves as coach and mentor for business analyst staff to help them grow their expertise so they are seen as highly contributing resources to both proposals and client projects
  • Manages the analyst team including developing and implementing career plans and ensuring project work meets expectations
  • Develops and implements recruiting and training plans to grow the analyst team based on client project demand
  • Inspires staff to drive transformational change related to implementing innovative technology solutions for our clients
  • Leads, coaches, and mentors early career staff and those staff requiring skills development through participating in requirements, design, testing and documentation activities
  • Actively support the advancement of organizational diversity, equity, and inclusion efforts, and apply diversity, equity, and inclusion lens across job responsibilities

Position Requirements:

  • Bachelor's degree in IT / Management Information Systems or related field; a combination of equivalent education and work experience may be substituted for the above requirement
  • 8-10 years of experience in business systems analysis
  • 3+ years of supervisory / management experience
  • Experience managing teams in matrixed environment
  • Experience serving as analyst or consultant for technology solutions on client projects
  • Strong presentation, public speaking, negotiation, written, verbal and interpersonal communication skills
  • Proven ability to work collaboratively with multi-disciplinary teams of business analysts, developers, and subject matter experts
  • Proven ability to align technology teams and client-facing teams and leadership in order to deliver technology solutions that meet client needs and expectations
  • Project management knowledge, knowledge of different SDLC's: Waterfall, Agile, and Iterative; understanding of UX and UI
  • Familiarity with federal security regulations and standards (for example, HIPAA, FISMA, FIPS, NIST, and FedRAMP)
This position offers an anticipated annual base salary range of $100,000 - $135,000. This position is eligible for a discretionary bonus based on company and individual performance. To apply, please submit a cover letter (optional), resume, location preference, and salary expectations.
