Summary
The primary purpose of this position, ATTORNEY-ADVISOR (CONTRACT) NH-0905-03, is to support the 75 ABW Staff Judge Advocate (SJA) on acquisition law, fiscal law, business operations, and acquisition counsel-type administrative law matters.

- PCS expenses if authorized will be paid IAW JTR and Air Force Regulations. This is a Centrally Managed position under the Legal Career Field.

- This position may require drug testing and the candidate may be subject to passing a drug test upon selection.
- Employee may be required to travel for temporary duty away from home station.
- Employee may be required to work overtime.
- Employee must maintain current certifications
- Attorney appointments are subject to serve a one-year probationary period.
- Candidates are not required to have active duty service or veteransβ preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.
- Disclosure of Political Appointments
- Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
- Employee must adhere to the Air Force Rules of Professional Conduct.
- Employee is required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
- Subject to Temporary Duty Assignment: Approximately 14 days per year.
- Direct Deposit: All federal employees are required to have direct deposit.
- PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
- WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
Qualifications
- You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
- In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. A copy of the Bar Card is not sufficient proof of good standing.
- Two years or more of professional legal experience at or equivalent to the GS-11 level or National Security Personnel System YA2 level;
OR
- The second professional law degree (LL.M.), plus one year of professional legal experience at the GS-11 level or National Security Personnel System YA2 level.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of laws, regulations, precedents and procedures related to Federal Government acquisition, fiscal, foreign military sales, and ethics law.
2. Ability to effectively interpret and apply case law and recommended changes in legislation, policy or regulations.
3. Ability to communicate well, both orally, and in writing.
4. Ability to direct, coordinate, and review the concentrated efforts of teams of personnel from the legal, acquisition, program management, contracting, engineering, logistics, and other career fields.
5. Ability to recognize and appropriately handle issues of precedent setting nature, sensitivity, or importance to agency goals, national and international security, or high public interest.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.

Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley.
