Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is a GS-0511-11/12 AUDITOR (TITLE 5), Position Description Number T5144P01/T5147P01 and is part of the MO United States Property and Fiscal Office.

APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non-bargaining position.

  • Participation in direct deposit is mandatory.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • Must possess or be able to obtain the proper secret clearance (type and level) within one year of appointment according to DoD Personnel Security Program Management Directives.
  • As a basis of continued Title 5 Excepted Service employment/appointment to a GS-0511 position, the employee must complete all Financial Management Program education and training.
  • Employee must meet the DoD directed civilian financial management certifications for the Comptroller position within two years of initial hire date or promotion appointment date.
  • As a basis of continued Title 5 Excepted Service employment/appointment in the GS-0511 position, the employee must complete the requisite quantity of CETs every two years to sustain the achieved certification level.
  • Employee must complete all required Financial Management Certification continuing education and training hours; and, the employee, along with his or her applicable supervisor, must document and manage the employee’s Individual Development Plan.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.

Qualifications

GENERAL EXPERIENCE: Must possess skill in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; ability to write English in reports and presentation formats; ability to comprehend and/or apply problem-solving and negotiating techniques; skill in working with multiple software computer programs; skill in presenting formal training presentations and briefings; and, apply procedures and directives by reading and interpreting program material.

GS-12 SPECIALIZED EXPERIENCE: Must possess one year of specialized accounting or auditing experience equivalent to at least the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates you possess extensive professional knowledge of theory, concepts, principles, and practices of accounting and auditing and the skill and ability to apply this knowledge to auditing assignments. This experience must have included planning extensive audits including cross-organizational inspection; performing specific audit assignments within a team; performing alone or leading initial audit surveys; conducting briefings before and after audits with management; gathering, analyzing, and summarizing data and audit results; and prepared drafts and final audit reports.

GS-11 SPECIALIZED EXPERIENCE: Must possess one year of specialized accounting or auditing experience equivalent to at least the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates your ability to performing complex professional accounting and audit activities involving in the analysis of accounting records; audit automated accounting and financial systems to identify the need for system enhancement; apply established standards and auditing techniques in gathering, documenting, and summarizing data; convince activity level officials of the value of recommendations made with their implementation being the ultimate outcome; and draft reports which present audit findings, identify causative situations, and recommend corrective action.

This position will be filled at the GS-11 trainee grade or the target grade of GS-12. An applicant who is selected at the trainee grade will have potential for promotion to the target grade of GS-12 without further competition. Promotion to full operating/journeyman level will be made after qualifications and eligibility requirements have been met and the incumbent is performing at the higher level in a satisfactory manner.

Education

1. Accounting Degree; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law.

OR

2. Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include ONE of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law;

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in paragraph one (subject: Degree), provided that:

(a) The applicant successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining;

(b) A panel of at least two higher level professional accountants or auditors determined that the applicant demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and advancement levels that are normally associated with successful completion of the four-year course of study degree, as described above in Paragraph One;

and,

(c) Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Additional information

If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency (https://www.sss.gov/RegVer/wfRegistration.aspx).

Veterans' Preference: A copy of your DD Form 214 which must include character of service or a Statement of Service/Proof of Service which must include service dates and character of service. In addition, if claiming 10-point preference you must submit a VA Letter or a disability determination from a branch of the Armed Forces (or documentation of purple heart, if applicable) and a SF 15 (Application for 10-point veteran preference).

Veterans Information: Veterans' preference must be validated by formal submissions including all necessary supporting documentation. You must provide acceptable documentation of your preference or appointment eligibility. Acceptable documentation may be:

1. A copy of your DD-214, "Certificate of Release or Discharge from Active Duty," which shows dates of service and discharge under honorable conditions.
2. A "certification" that is a written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date the certification is signed.
3. You may obtain a letter from the Department of Veterans Affairs reflecting your level of disability for preference eligibility by visiting a VA Regional Office, contacting a VA call center or online.

NOTE: Prior to appointment, an agency will require the service member to provide a copy of the DD-214.

If claiming 10 point preference, you will need to submit a Standard Form, SF-15, "Application for 10-point Veterans' Preference."
