Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Utilizes a professional knowledge of natural, physical, and social sciences theories, practices, and methodologies, as they relate to the natural and human environment, to serve as a Regulatory Project Manager.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to travel 20% of the time (or more) for conducting on site field investigations, attending meetings, and for training.
- Commuting to field office sites is required where no public transportation is available. Therefore, a valid state driver's must be obtained and maintained while in this position, and a valid state drivers license is required.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
Qualifications
In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Biologist (0401):
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting one or more of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience GS-12:
One year of specialized experience which includes 1) Assisting in executing the Regulatory Program or a similar program, 2) Pursuant to Section 10 of the Rivers and Harbors Act and Section 404 of the Clean Water Act or similar Acts, including the review of applications for various regulated activities such as residential or commercial development, infrastructure, transportation, and/or compensatory mitigation related proposals AND 3) administer and enforce, or assisted in managing, a program in compliance with governing public laws, regulations, interagency agreements, and policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
