Job Description

Savan Group is looking for a Sr. Program Manager to serve as a BPA Manager to support the growth and oversight of single-award BPAs within the federal civilian space. The BPA Manager will lead the BPA and its growth, along with providing oversight of associated task orders, across a multifaceted set of requirements in the information management and mission support space. This includes managing the financial health of call orders and ensuring proper resourcing to support each project. The BPA Manager will drive successful project completion by coaching, consulting, managing, resolving issues, allocating resources, and maintaining team productivity and morale in high-pressure situations. The BPA manager will initiate, support, and participate in ongoing conversations and requirements-gathering sessions with customers to ensure proper positioning and contract usage.

Role Responsibilities:

The BPA Program Manager shall perform the following tasks:

  • Serve as the primary point of contact for the BPA and provide management and oversight to a team of project leaders and team leads who will be responsible for the management and execution of all orders issued against the BPA.
  • Manage, maintain, and grow customer relationships to encourage BPA usage within offices capable of using the BPAs.
  • Provide leadership, growth, and career development opportunities to project leaders.
  • Ensure that the services and deliverables required with each call order are provided on time and at the appropriate quality level that meets or exceeds contractual requirements, and that also follows and aligns with internal Savan program management and quality management standards.
  • Work with all parts of the organization (e.g., finance, growth, security, contracts, HR, etc.) to ensure the successful execution of the BPAs and associated call orders.
  • Support BPA COR with contract-related tasks as needed.
  • Lead the scheduling, planning, document development, and execution of a kick-off meeting at the start of each call order to discuss, staffing, scope of work, deliverables, billing, etc. Work with Project Leaders to provide required contract deliverables following the completion of the kick-off meeting.
  • Participate in, and/or facilitate, technical meetings, conference calls, and working groups with client program staff and associated stakeholders. Provide meeting facilitation services and ensure the creation of meeting agendas and meeting minutes for face-to-face or online meetings.
  • Work directly with clients and stakeholders to gather requirements for new call order opportunities. Transform requirements into white papers suitable for submission to clients.
  • Provide weekly updates and separate monthly status and invoice reports for task orders that include information on work progress, cost, schedule, quality assurance, staffing, security, etc.
  • Work with Project Leaders to prepare and submit documents such as charters, project process agreements, project management plans, work breakdown structures, requirements specifications, testing plans, analysis of alternatives, risk management plans, benchmarking analysis, market studies, and other related client documents.
  • Prepare and deliver project plan presentations for leadership, project teams, and other specified staff.
  • Submit recommendations for implementing best practices, innovative technologies, and process improvement recommendations.
  • Provide program governance services through the development and implementation of standard operating procedures (SOPs) across the call orders that contribute to sound documentation and continuous process improvement.
  • Develop recommendations for project recovery efforts (as required).

Qualifications and Requirements:

  • Bachelor and fifteen (15) years or more of related experience; Ten (10) years or more experience in managing projects; minimum five (5) years of successful project or program management experience.
  • 10 yearsโ€™ experience with business development-type activities (proposals, capture, organic growth, etc.)

Preferred Qualifications:

  • Experience managing large contract vehicles such as Blanket Purchase Agreements (BPA) and/or Indefinite Delivery Indefinite Quantity (IDIQ) contracts and associated call/task orders.
  • Experience supporting federal civilian agency clients is preferred.
  • Experience supporting the Department of Justice (DOJ).
  • PMP Certification
  • Prosci Certified Change Practitioner.
  • Experience with Capability Maturity Model Integration (CMMI) Level 3 Certification
