BSA/AML Manager

ACCOUNTABILITY STATEMENT Utilize a Risk Mitigation framework that complements the overall Enterprise Risk Management (ERM) framework designed to monitor, identify and respond to internal and external risks across various deposit products, credit/debit card and digital channels to assist VyStar in achieving its 1) mission to provide quality service and to maintain fiscal soundness, 2) strategic goals and objectives and 3) employee career development and knowledgebase growth. Develop a team of highly effective Bank Secrey Act and Anti-Money Laundering Analyst (BSA/AML) IIs and IIIs that are responsible for filing of Currency Transaction Reports (CTRs), filing of Suspicious Activity Reports (SARs), disposition of AML alerts and various other anti-money laundering mitigation and investigative strategies. Ensure all team members are properly trained and proficient in their responsibilities, as well as proficient in related Regulations and Compliance principles (e.g., , Bank Secrecy Act, USA PATRIOT Act, OFAC, etc). Perform consistent evaluation of all risk mitigation operational procedures and strategies and make necessary improvement changes. Act as liaison between internal support organizations (i.e. ITO, ISD,), internal stakeholders (EpaCS, Member Services, Finance & Accounting etc.) and third party vendor resources (Verafin,) to ensure timely and accurate resolution of technology/vendor related challenges/opportunities. Provide direction to BSA/AML Analysts IIs and IIIs to ensure accurate and timely processing and analysis of, suspicious activity notifications and trends and related reporting to internal and external stakeholders.

ESSENTIAL JOB FUNCTIONS

Risk Mitigation Framework: Develop and maintain a BSA/AML Compliance Risk Mitigation framework throughout VyStar. The framework will include identifying and responding to internal and external money laundering risks across various deposit products, loan products and digital channels, evaluating/monitoring applicable processes, related policies, procedures and communicating with internal and external stakeholders.

Risk Monitoring/Reporting: Responsible for providing independent, enterprise-wide assessments and regular management reporting to ensure efficient and effective BSA/AML risk management processes are in place to manage risks and promote quality member service.

Risk Intelligent Culture: Develop, promote and implement a risk intelligent culture, with strong collaborative relationships across the organization. Help to create and foster an increased understanding and awareness of business line managers' responsibility for risk assessment and management activities in their daily decision making processes and procedural guidance as it relates specifically to BSA/AML related risks. In concert with the ERM function, provide advice and consult with line managers to support more information risk-based thinking and decision making skills.

Risk Mitigation Function: Establish strong collaboration and sharing of expertise/knowledge between team members and the other areas under ERM. Ensure practices are in place to sufficiently protect VyStar's various products, channels and processes from increased risk of money laundering activity. Specifically, responsible for the following day-to-day functions and activities:

  • Manage BSA/AML Analyst II's and III's daily. Develop their technical and decision making skills to mitigate BSA/AML risks, maintain regulatory compliance and ensure timely processing.
  • Manage BSA/AML Analyst II's and III's to ensure timely and accurate filing of Currency Transaction Reports (CTRs), Suspicious Activity Reports (SARs), daily processing and disposition of AML alerts, and proper investigation of suspicious activity cases to minimize regulatory risks to the credit union
  • Perform functions of BSA/AML Analyst II's and III's in their absence to ensure timely and accurate processing of work
  • Perform ongoing mentoring and management activities of (e.g., quality assessment, approval of time-off, perform periodic and annual evaluations, interview, hire/terminate, etc.) BSA/AML Analyst II's and III's
  • Work with Vendors to provide sufficient operational processing and data/reporting to evaluate rule settings and configurations.
  • Identify and implement software enhancements, system/rules configuration modifications or process changes that result in department efficiency.
  • Update operational procedures as necessary to maximize identification of suspicious payment systems activity and departmental efficiencies
  • Ensure timely completion of departmental risk assessments and ongoing monitoring activities in the ERM Portal.
  • Continuously demonstrate advanced computer skills in data organization and analysis utilizing commonly available tools (e.g. Excel, SQL, Visio)
  • Testing of business line products/services and controls to ensure proper BSA/AML risk mitigation controls are effective
  • Provides leadership and guidance in assisting other departments and branches with answering inquiries related to suspicious and questionable activity
  • Investigate and respond to member complaints or executive escalations (written or verbal) related to deposit products and digital channel usage.
  • Identify member closure escalations and report to the VP Compliance & BSA Risk Management on a regular basis
  • Monitor High Risk Accounts and Money Service Businesses on a regular basis
  • Perform quality checks of BSA/AML Analyst IIs and IIIs activity within the BSA/AML software application.

EDUCATION AND JOB REQUIREMENTS - Professional

Bachelor of Science degree in a business curriculum or a related field and three (3) years or more of direct management experience in a BSA/AML compliance field required. Certified BSA/AML certification required (a conditional waiver of 12 months to obtain certification may be granted). Obtain necessary continuing professional education hours to retain professional certification(s) as applicable and continuously build individual knowledge. Participate in related professional organizations to build profession network and subject matter knowledge.

Maintain an understanding of VyStar's overall business plan objectives, long-term strategic goals and current financial results. Solid knowledge and experience with various deposit products, credit/debit card and digital channels, BSA requirements and related fraud risk mitigation strategies. Advanced PC skills and working knowledge of various software applications (e.g. Word, Excel, Visio, etc.) is required. Experience with direct customer/member contact in a financial institution is required.
