Summary
This is a Budget Analyst position for the VISN 12 Great Lakes Finance Service (GLFS) located at the North Chicago VA Medical Center. The employee has knowledge of a wide range of principles, procedures and methods analyzing the VAMC North Chicago budgetary conditions.

- Physical Requirements: The work is primary sedentary. Some walking and standing may occur in the course of a normal workday in connection with travel to and from. meetings and conferences. May carry light items such as reports, data products, and notebooks. No special physical ability is required.

- Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP) - See "Required Documents" below for details.

Education: one (1) year of graduate-level education which demonstrates the knowledge, skills, and abilities necessary to do the work and is related to the work of the position to be filled. Qualifying graduate education would include study in the fields of accounting, finance, business, public administration, economics, statistics, political science, or sociology. Combination of education/experience: An equivalent level of graduate level education above a bachelor's degree, as described in B above, and specialized experience, as described in A above, to meet the total qualification requirements for this position. (UNOFFICIAL TRANSCRIPTS REQUIRED)

Superior Academic Achievement (SAA): I have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position of a Budget Analyst and meet one of the following: 1. Rank in the upper one-third of your class in the college, university or major subdivision. 2. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. 3. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. 4. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. GS-9: Specialized experience: One year of specialized experience equivalent to the next lower grade level of GS-7 in federal service. Specialized experience is experience applying knowledge of budgetary policies and processes, precedents, goals, objective, regulations, and guidelines for the sources, types and methods for finding agencies and programs in order to analyze and administer a large, complex budget, and ensure that budget estimates, projections, and submissions conform to requirements, guidelines, and financial objectives; experience applying comprehensive knowledge of the complex and interwoven relationship between budgetary and financial procedures and directives needed to recommend feasible actions addressing abrupt changes in program requirements; experience in the analysis and comparison of selected object class and line item obligations and expenditures in the approved operating budget to determine whether funds are being used appropriately; experience adjusting data on the appropriate forms and schedules to reflect changes in funds available, obligations, and expenditures; and experience writing brief factual reports detailing the purposes for which funds were obligated and expended.

Education: a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D., if related. GS-11: Specialized experience: one year of specialized experience equivalent to at least the GS-9 level. Specialized experience is experience applying knowledge of budgetary policies and processes, precedents, goals, objective, regulations, and guidelines for the sources, types and methods for finding agencies and programs in order to analyze and administer a large, complex budget, and ensure that budget estimates, projections, and submissions conform to requirements, guidelines, and financial objectives; experience applying comprehensive knowledge of the complex and interwoven relationship between budgetary and financial procedures and directives needed to recommend feasible actions addressing abrupt changes in program requirements; experience in the analysis and comparison of selected object class and line item obligations and expenditures in the approved operating budget to determine whether funds are being used appropriately; experience adjusting data on the appropriate forms and schedules to reflect changes in funds available, obligations, and expenditures; experience writing brief factual reports detailing the purposes for which funds were obligated and expended; and experience applying auditing techniques and methodologies to complete on-going and ad-hoc analysis of financial status and to conduct difficult reconciliations involving the interfaces and interrelationships between and among financial and budgetary systems.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience.
