VPD Government Solutions is a rapidly growing, employee-centric professional services company providing Strategic Communications & Stakeholder Engagement, Acquisition and Grants Management, PMO, IT PMO, and Data Analysis & Governance support to our federal clients. We are seeking a Budget Analyst to join our diverse and talented team.


Position Overview:

The Budget Analyst will support our Federal Client in the areas of financial management, budget execution and analysis, planning, reporting, and portfolio management. The Budget Analyst will also perform a full range of operational and analytical functions to support the design, coordination, implementation and communication of our Federal Client’s Planning and Programming responsibilities.


Responsibilities:

  • Provide support in all areas related to the federal budget process. Aid our Federal Client in preparing budget requirements, formulation, execution, analysis, presentation, and reporting.
  • Provide program management support to assist with the development of strategic policy, program management plans, processes, and systems, and will engage with stakeholders for their implementation.
  • With government oversight, aid with budget preparation, formulation, execution, analysis, presentation, and reporting.
  • Prepare planning, programming, funding, budgetary, and financial documentation and distribute to stakeholders using the appropriate proprietary systems.
  • Ensure all appropriate stakeholders are aware of task assignments and that the tailored responses to complex inquiries from Senior Leadership are timely, complete, appropriate, and in compliance with their preference.
  • Work with various stakeholder offices to collect and prioritize short and long range requirements. Develop corresponding financial plans and forecasts to facilitate efficient allocation of funds.
  • Upload data, maintain data, track expenditures, review and prepare financial information, and report on financial data in all systems of record e.g., CONCUR, Systems, Applications and Products (SAP) application, Business Warehouse (BW), TRIRIGA, etc.
  • Monitor expenditures, conduct analysis of spending patterns, provide routine reports on the status of funding, and provide advice on ways to increase efficiencies and identify/mitigate risks.
  • Prepare planning, programming and budgetary documents in adherence to Client’s reporting rhythms (e.g., daily, weekly, monthly, quarterly, and annually).
  • Complete/assist with reporting requirements as mandated by Congress, DHS, and/or CBP.
  • Provide reports and analysis regarding Service Entry Sheet (SES) creation/invoicing, SAP transactions including de-obligation requests, Purchase Request (PR) creation, Unliquidated Obligation (ULO) related data requests, Goods Received/Invoice Received (GR/IR) data requests, SAP data inquiries, parked invoices, and financial tasker responses.
  • Assess and review the impact of new and revised congressional legislation on the formulation and execution of program budgets and provide authoritative interpretations.
  • Leverage tools such as Power BI, Excel, Visio, PowerPoint, and SharePoint in combination with business writing skills to produce dashboards, current state process flowcharts and future state flowcharts, and point papers in order to provide decision makers with background data and recommendations.
  • Perform other duties as assigned.

Requirements

  • Bachelor’s degree in business, management, or related field
  • 6+ years of experience
  • Experience with Power BI database management and maintenance
  • Proficient in Microsoft Office applications, SharePoint, Power Apps, and Systems Applications and Products (SAP)
  • Ability to manage and timely complete internal recurring deliverables
  • Excellent written and verbal communication skills with the ability to tailor content for various audiences
  • Demonstrated ability to foster partnership with various stakeholders
  • Ability to pass a government background investigation
  • U.S. Citizenship required
