The primary purpose of this position is to provide a budget analyst who is fully responsible for the overall
technical aspects of the Organization's budget and management of resources for specific programs and
appropriations.
HQ Air Combat Command (HQ ACC), Financial Management and Comptroller Directorate (FM), Financial Analysis Division (FMA), Joint Base Langley-Eustis, VA

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information.
- Involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed
- This posn is subject to provisions of the DoD Priority Placement Program
- Must be registered for Selective Service, see Legal and Regulatory Guide
- If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement. More information on PCS requirements, may be found at: https://afciviliancareers.com/regulatory/
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

- This is a Financial Management Level 2 Certified position IAW the National defense Authorization Act (NDAA) 2012, Public Law 112-81
- Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. (Level 2: GG10-GG13)
- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and or holidays.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
- Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments
- Travel by commercial or military conveyance in accordance with Joint Travel Regulations (JTR) may be required in performance of temporary duty (TDY).
Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of federal, DoD and Air Force budget processes and associated policies, directives, procedures and regulations, including knowledge of the Congressional budget processes, appropriation law, and procedures to develop and provide authoritative advice and interpretation of legislation, policies and precedents. Knowledge of the agency's mission, objective, programs and legislative history to develop, recommend and implement supporting budgetary actions, budgetary policies and to assist in setting and implementing long-range program goals across the organization and determine their impact and interaction with other programs, operations and budget. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations and skill in applying this knowledge to difficult and complex work assignments.
2. Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks.
3. Expertise in the application of analytical methods and techniques to evaluate program plans and funding which involves substantial resources, and requires extensive changes in established concepts and procedures.
4. Comprehensive knowledge of OMB, congressional, and agency financial management and program objectives, budget precedents and controls, guidelines and regulations.
5. Knowledge and ability to communicate effectively, both orally and in writing, to negotiate complex issues and maintain good working relationships essential to express the organization's budgetary position to a variety of audiences. Ability to plan, organize, and direct the functions and staff of a small team.
6. Knowledge of safety, security, and personnel management regulations, practices, and procedures and planning, organizing, and directing the function and staff of a small organization or element.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
