Summary

This position is located in the TX ARNG Training Center at Camp Mabry, Austin, Texas. The primary purpose of this position is to provide management oversight and guidance to the budget formulation and execution process.

Appointment Factors: This is a Title 5 Excepted Service position.

  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • As a condition of employment, the Title 5 Excepted Service Series GS-0560 Budget Analysis employee IS NOT RETAINED in the Budget Analysis position if he or she fails to complete the position's higher financial management certification within two years (24 months) of his or her initial hire appointment date, reassignment, or merit promotion appointment date.
  • This is a Non-Bargaining Unit position.
  • May be required to successfully complete a probationary period.

Qualifications

General Experience:To meet basic entry qualification requirements, evaluate applicants for experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. Ability to plan and organize work. Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment.

To qualify at the GS-11 grade level your resume must include relevant experience/education with beginning and ending dates reflecting the following:

Specialized Experience:

One year of specialized experience at the next lower grade level (GS-09) in the federal service or equivalent experience in the private or public sector experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Must have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Candidate must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures.

OR,

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related.

OR,

A combination of the education and experience listed above. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Substitution of Education for Specialized Experience:
To qualify, the applicant must have a completed undergraduate or graduate education, the college degree education must be in one of, or be a combination of the following required disciplines: accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Only experience and/or education gained by closing date of this position will be considered.

Quality of Experience:

Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed for Dual Status Technician positions. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

Education

Education at the graduate level: must be in an accredited college or university in the amounts shown below meets the requirements for positions at GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

  • Ph.D. or equivalent doctoral degree, or,
  • 3 full years of progressively higher level graduate education leading to such a degree, or,
  • LL.M., if related
Must have specific course work that meets the requirements for a major in a particular field(s), the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. or Must have at least 24 semester hours of course work in the field(s) identified. Course work in fields closely related to those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)

Additional information

Must have fundamental working experiences with validated understanding of the basic principles and concepts of the budget analysis occupational series and grade.Other Requirements:

  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
