Summary
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a BUDGET TECHNICIAN (T32), Position Description Number D2231000and is part of the AL DCSOPS JFHQ, National Guard.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- May occasionally be required to work other than normal duty hours; overtime may be required.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
Qualifications
MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military grade in the Alabama Army National Guard. MINIMUM MILITARY RANK: SPC

GENERAL EXPERIENCE: To meet basic entry qualification requirements, evaluate applicants for experience, education, or training involving analytical abilities; skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. Progressively responsible clerical, office, or other work that indicates ability to acquire the knowledge and skills needed to perform the duties of the position to be filled. Ability to plan and organize work. Competencies in research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment.
SPECIALIZED EXPERIENCE: Must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the budget analysis occupational series and grade.
Types of specialized experience may include interpreting and applying a variety of budget analysis regulations/instructions and guidelines. An understanding of the basic principles and concepts of the National Guard financial budget business program requirements. May include knowledge of budget operation, procedures, and program guidelines, concepts, guiding principles, techniques, and practices. Experience in administrative, professional or technical work that provided the opportunity to acquire knowledge of management principles, practices, methods and techniques.
KNOWLEDGE REQUIRED BY THIS POSITION:
--Knowledge of a wide variety of interrelated steps, conditions and procedures or processes required to assemble, review and maintain complex budget and financial transactions.
--Knowledge of various budget and financial regulations, laws and requirements to ensure compliance and recommend action.
--Knowledge of a variety of budget functional areas and the relationships to other functions in order to research or investigate problems or errors that require reconciling and reconstructing incomplete information, conducting extensive and exhaustive searches for required information, or performing actions of similar complexity.
--Knowledge of automated budget systems to reconcile errors that require an understanding of nonstandard procedures or to provide assistance in the development of automated procedures for clerical operations.
--Knowledge of extensive and diverse budget regulations, operations and procedures governing a wide variety of types of related transactions to resolve nonstandard transactions, complaints or discrepancies, provide advice or perform other work that requires authoritative procedural knowledge.
Education
To qualify, the applicant must have a completed undergraduate or graduate education, the college degree education must be in one of, or be a combination of the following required disciplines: accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Applicants, who completed military service financial technical school course and were awarded the applicable and compatible military skills, are considered qualified for GS-06 and GS-07 level positions.
