Job Title: Business Analyst
Duration: 3 months (contract)
Location: Hartford, CT (Hybrid)
Key Skills : Experience writing business, technical, and functional requirements of business solutions.
Experience with analysis of data models and computer applications.
Experience writing project plans and other project management documentation.
DUTIES
The Business Analyst will analyze the current state of data management operations relative to Race, Ethnicity, and Language Data Collection. To perform this analysis the incumbent will analyze three patient data systems managed by the Office of Health Strategy and other systems managed by Department of Social Services.
The chosen business analyst will:
- successfully conduct a stakeholder focused requirements building process.
- engage with key stakeholders to understand data requirements and translate requirements into technical specifications.
- asses existing technical and process requirements.
- assess current state of data modeling and design.
- write business, functional, and technical requirements of new database model and design for each system.
- analyze current database systems to identify improvements and optimizations for the collection and reporting of REL Databases from impacted systems.
- develop project plan for updating system.
- develop strategies for database implementation and data acquisition.
- present requirements and solution recommendations to staff.
- The analysis will culminate in recommendations to improve data collection, data quality, and data reporting of REL Data collected and housed within impacted systems.
- A project plan to update current REL Data Systems at the Office of Health Strategy and DSS, successfully implement the plan for REL data collection, and produce a health equity dashboard.
An understanding of current information technology with an ability to conceptualize solutions to business problems in the most effective and cost-efficient manner.
(Note: Current information technology in the State's environment includes:
- multi-tier (mainframe, departmental/midlevel, and desktop) computing;
- the use of internet and intranet to facilitate service delivery;
- electronic data interchange;
- imaging;
- data warehousing; and,
- geographic information systems.
An ability to integrate solutions across multiple functional and technical environments is required. Requires a minimum of two years of experience in the last two years. Must hold a BA/BS degree. Same qualifications as Business Analyst I with the exception of the following: Requires a minimum of five years of increasingly complex and responsible experience in the last five years. Must hold a BA/BS degree (advanced degree a plus).
