As a Business Analyst / Scrum Master at Octo you will work with multiple scrum teams to run agile ceremonies and support requirements generation for an existing catalog repository that is built upon AWS Cloud technologies to all client domains. You are responsible for understanding the business objectives soliciting business requirements creating epics and/or user stories with achievable testable Acceptance Criteria and updating project/process documentation. You are a servant leader comfortable collaborating side by side with software engineers product managers designers and clients to refine features into user stories through progressive elaboration. You are both technology fluent and also serve as the subject matter expert for assigned functional areas. You have a passion to maintain secure high-quality reliable and available software solutions and are a fast learner. You will assist our Federal Customer to define system scope and objectives based on user needs and help solve complex problems considering the existing application functionality capacity and limitations.

This program will support the agency’s Information Technology mission to provide development and operational support of new cloud-based technology and existing legacy mission-enabling applications. The team will work to modernize current applications by breaking them down into loosely coupled micro-services and leveraging a continuous integration / continuous delivery pipeline to enable an agile DevOps Strategy.

Required Technical and Professional Expertise

• Supporting the identification and development of user stories including sizing efforts and story point assignments identification of story acceptance criteria and associating user stories with like stories to create epics.
• Leads the requirements efforts by assessing the business needs defining goals and objectives and decomposing requirements to successive levels of detail.
• Facilitates requirements elicitation sessions and one-on-one interviews with all levels of personnel and all levels of technical understanding.
• Analyzes business process flows to develop activity models and detailed requirements.
• Documents discussions during facilitated sessions to capture information.
• Consults with customer and contractor personnel to formulate and review tasks and deliverables ensuring conformance with project task schedules
• Responsible for the quality and comprehensiveness of all requirements artifacts
• Managing epics and stories in Jira and ensuring completeness and accuracy
• Work with Agile Programs to identify gaps in Agile delivery and facilitate improvement
• Supporting the creation of team norms and agreements definitions of ready and done release and sprint schedules and other standards that will help drive team success
• Conducting Agile ceremonies such as sprint planning sprint reviews sprint retrospectives daily scrums and product backlog grooming
• Supporting Agile engineering practices such as regular code check-in unit testing architecture evolution simple and clear design regular review and feedback loops with the customer testing automation and regression testing including (if appropriate) continuous integration
• Facilitating product demos for Product Owner
• Advanced experience using Jira and Confluence
• Experience acting as a scrum master for similar agile web development programs

Preferred Technical and Professional Expertise

• Detail oriented responsible reliable flexible with strong attention to detail
• Understands conceptual business models and process flows
• Can explain the characteristics of a “good user story”
• CBAP CSM and/or SAFe Certified
• Must be able to attain a public trust clearance
• 3-5 years of experience as a Scrum Master Agile Transformation or Agile Coach leading Agile transformation and adoption within federal and/or commercial environments
• Effective communication skills that support requirements solicitation and accurate depiction of requirements in tracking systems like JIRA.
• Ability to quickly adapt and understand existing program scope or assist the government with identification and documentation of intended scope where needed.
• Use analytical and critical thinking to translate the government’s requirements distinctly.
• Ability to understand and translate technical solutions as needed as this program is highly technical in nature.
• Understand and experience with common requirement capture techniques like process modeling brainstorming SWOT analysis “The 5 Whys” etc.
• Knowledge of the AWS Cloud and possess an AWS Cloud Practitioner certification is a plus.
