Description:

We are looking for a Business Analyst / Scrum Master to join our team on a long term contract for NHTSA Web - Crash Test Database (CTD). This is a remote full-time position and fully funded.

The candidate will work directly with the government and team members. They will be translating product strategy and roadmap into well-defined user stories, features, and enablers that will realize the product vision and improve the customer experience. Perform Scrum Master duties, meeting facilitation, and engage in bi-weekly testing of the completed user stories.

Project Overview:

NHTSA's Crash Test Database (CTD) is a public facing query that assists safety researchers in identifying crash tests meeting specific criteria such as year, make, or model. Additionally, a public API supports the identification of test measurements, photos, videos, and reports associated with the applicable tests. The upcoming effort is to build a secure portal for test labs to submit their crash test data. The portal will include a notification system for bi-lateral communication between NHTSA and the test labs and a task management system.

Primary Responsibilities:
  • Analyze user needs to determine functional and cross-functional requirements throughout the standard development life cycle.
  • Collaborate with stakeholders and product teams to decompose large epic stories into features and user stories that can be understood and approved by members of the development team.
  • Document stories and manage backlog in Jira.
  • Provide product management support such as prioritization and backlog grooming
  • Provide analysis for associated tasks during the life cycle.
  • Coach the team to create better solutions, improve business results, and better their processes.
  • Facilitate team meetings, including:
    • Backlog Refinement
    • Iteration Planning
    • Daily Stand-Up
    • Iteration Review/Demo
    • Iteration Retrospective
  • Remove impediments and barriers to the team's progress.
  • Communicate and track agreed upon team metrics.
  • Support the Project Manager to communicate and coordinate meetings, presentations, and develop teamwork products.
  • Develop test cases.
  • Ensure requirements are tested and provide expected functionality.


Experience Required:
  • At least five years of experience as Business Analyst and experience with User experience.
  • Minimum 2 years of experience managing IT software development as a Scrum Master.
  • Must have experience working with Agile/Scrum.
  • Must have experience with Jira.
  • Strong work ethic, analytical and problem-solving skills with attention to detail.
  • Excellent communication skills.
  • Candidates must be able to pass a US Public Trust background check for badging and to access client systems.


Education/Certification:
  • Bachelor's degree, or substitute six years of equivalent work experience.
  • SAFe Certification or equivalent Scrum Master Certification preferred.


Additional Requirements:
  • In order to meet the clearance requirements for this opportunity, candidates must be a US Citizen or Green Card Holder.
  • Ability to pass a US Public Trust background investigation for access to the client site and computing systems. You must have lived in the US for the past three (3) years.
  • All candidates will be subject to a complete background check to include, but not limited to Criminal History, Education Verification, Professional Certification Verification, Verification of Previous Employment and Credit History.

Other Information:
  • The salary range for this position is $110,000-$130,000 annually.
  • This is a full-time position. Please no agencies, third parties, or corp-to-corp.
