The role

As a Business & Delivery Analyst, you will be joining an existing Human Centered Design (HCD) team, working on the Medicare Payment System Modernization work at the Centers for Medicare and Medicaid (CMS). Your initial primary responsibility will be as a Business Analyst with some Delivery Manager responsibilities. As you ramp up and begin to build trust with the team and our clients, you will have a more significant role in stewarding successful delivery of the product scope and fulfilling contractual requirements. You’ll be working with folks from CMS to help navigate the complexities of the Medicare Payment systems that account for around 4% of the U.S. GDP, and to discover flexible ways to update payment rules and systems more quickly and efficiently.

Responsibilities
  • Convey the critical insights from complex system documentation, process documentation and/or regulation to technical and non-technical audiences
  • Be solution driven. Work with your team to adapt private sector modernization and software development best practices to fit the customers’ federal context and constraints
  • Be curious. Constantly expand understanding of the Medicare payment ecosystem, its users, policies, and potential future Medicare payment needs in preparation for upcoming research studies
  • Develop and execute research plans with potentially unclear requirements
  • Support your team in creating an agile, emergent culture while developing and maturing team norms and ceremonies
  • Facilitate the creation of a healthy team dynamic, collaborating with your team to build a safe and trusting environment
  • Monitor, identify, and address conflict, integrating company support and resources as needed
  • Help the team maintain a pace of delivery that is sustainable and comfortable for the team and organization within a complex environment
  • Remove or guide the team to remove impediments
  • Facilitate progress without coercion, assigning, or dictating
  • Coordinate directly with the Government Product Owner to ensure a proper backlog is available for the team; understand and establish backlog dependencies between teams and stakeholders
  • Fulfill all reporting and contractual requirements
Basic Qualifications
  • Three (3) to five (5) years of Business Analysis experience
  • Two (2) years of experience performing analysis of technical aspects of healthcare data and interoperability
  • Familiar with Scrum, Kanban, and other Agile methodologies and frameworks
  • Experience working with UX teams
  • Experience working on data-driven applications, and an understanding of data-related technologies and concepts
  • Experience with Domain, Use-Case, and Business Process modeling
  • Ability to digest complex technical problem domains and create diagrams, models, and descriptions that support understanding in other teammates and stakeholders
  • Strong verbal communication and listening skills; ability to translate between technical standards and user friendly language
  • Demonstrated experience with complex projects and navigating multiple stakeholder relationships
  • Lived in the U.S. for at least 3 out of the last 5 years
  • Ability to pass a Government Public Trust background check

  • Experience working on an Agile team
  • Experience running Agile methodologies with design teams

The salary for this position is $118,881 - $124,977
