Job Description
The Business Development (BD) Manager combines a need for strategic thinking, concise, clear and compelling writing, and project management skills. This is a key position responsible for capture management and proposal support, through contract start-up. Responsibilities include the research and analysis of business opportunities, consistent with the organization's long range and strategic plans. Responsible for developing opportunities to grow specific technical services business for the company. Establishes and maintains client contacts and coordinates meetings between company technical personnel and client representatives.The position of BD Manager is integral as a team player who works collaboratively with others, and who can also work independently, coordinate projects, develop and learn new skills, and maintain communication with various stakeholders while working on multiple simultaneous projects.
This position requires the ability to work closely with other Managers, Operations Directors, line managers, back-office staff, and the proposal center to understand customer requirements, lead development of preliminary solutions, and delivering winning proposals to the Government. Successful candidates must demonstrate the capability to manage multiple capture efforts in varying stages of development/execution and possess an in-depth understanding of capture processes. Must have a proven record of establishing strategic partnerships and deliver a robust rolodex of potential partners to the company.
Primary Duties:
The primary responsibilities encompass pursuit and capture of new opportunities. These responsibilities include an ability to:
- Develop value propositions, discriminators, and solutions.
- Plan, document, and manage pursuit efforts including identification of resources needed and briefing leadership in the review process.
- Assess client's issues, requirements, and corporate competitive position.
- Interact with clients, analyze information, and formally document outcomes.
- Write, edit, and produce content. Writing assignments may include white papers, management plans, technical content, past performance and corporate experience, executive summaries, staffing plans, resumes, and other sales documents for existing or new business pursuits.
- Conduct interviews and work with stakeholders to develop and write clear, concise, and compliant proposals.
- Participate as a proposal team member to include management roles.
- Analyze client documents, such as Requests for Proposal (RFPs).
- Lead meetings with clients and customers.
Candidates must have:
- Excellent communication/presentation skills including exceptional persuasive writing skills to craft a clear story.
- Must be willing to learn new skills including capture management, proposal management and development, project management, software support, and writing and editing in accordance with corporate style guide.
- Superior organization and follow-through skills.
- Strong interpersonal skills and analytical ability.
- Excellent business acumen skills.
- Ability to handle multiple projects simultaneously and adapt to changing priorities and assignments.
- Ability to lead and work together as a team, either in a support role or as a project leader.
- Proficiency with Microsoft products including Office, Excel, PowerPoint SharePoint, as well as Adobe Creative Suite is preferred.
- Business development, capture manager, and proposal manager experience developing proposals for DoD efforts.
EDUCATION:
- Bachelor's Degree is required in a Business or Technical Discipline
- Master's Degree in a Technical or Business Discipline is preferred.
- In lieu of a degree, 4-6 years additional work experience required.
EXPERIENCE:
- 6-10 years of experience in DoD contractor BD experience; providing acquisition expertise in support of DoD opportunities.
CLEARANCE:
- Secret clearance is required. Top-Secret Clearance is desired
